SUBJECT:

Agreement with San Mateo County Office of Education for Court and Community School Counseling Program, Literacy/Numeracy Instruction and learning Program, and Youth and Family Resource Center Instructional Assistant Services

 

Recommendation

Adopt a resolution authorizing the President of the Board of Supervisors to execute an agreement with San Mateo County Office of Education for Court and Community School Counseling Program, Literacy/Numeracy Instruction and Learning Program, and Youth and Family Resource Center Instructional Assistant services.

 

Background

On May 22, 2001, you adopted resolution 64445 that approved the San Mateo County Comprehensive Multiagency Juvenile Justice Plan/Crime Prevention Act 2000 Plan (CPA 2000) to be funded by the Schiff-Cardenas Crime Prevention Act of 2000 administered by the California State Board of Corrections (BOC). The plan is a multi-agency collaborative effort among Probation, the Sheriff, Health and Mental Health Services, Human Services, schools and community-based organizations, the County Manager's Office and the Board of Supervisors to enhance outcomes by providing diverse services with specialized expertise to youth identified as at-risk of repeat offending, and/or having significant discrepancies between chronological age and reading and math performance. Three portions of the CPA 2000 plan that include a contractual arrangement with San Mateo County Office of Education are: 1) the Court and Community School Counseling Program; 2) the Literacy/Numeracy Instruction and Learning Program; and 3) provision of an instructional assistant at the new Youth and Family Resource Center.

 

On April 16, 2002, you adopted a resolution approving the revised CPA 2000 Plan, now called the Juvenile Justice Crime Prevention Act (JJCPA) Plan, for 2002-03.

 

Discussion

San Mateo County Office of Education's support in contributing to this collaborative effort includes:

   

1)

Providing a licensed clinical social worker and the required supplies and materials to deliver non-crisis counseling services annually to 400 San Mateo County Court and Community School students at north, south and central regional community school centers, Hillcrest School, and Gateway School.

   

2)

Providing two full-time Literacy/Numeracy Coaches, and required testing and instructional/specialized materials, to deliver instruction annually to 650 San Mateo County Court and Community School students who are deficient in reading and math concepts and skills at the north, south, and central community schools, Camp Glenwood, Hillcrest School and Gateway School.

   

3)

Providing one instructional assistant, and required supplies and materials, to support the classroom teacher at the new Youth and Family Resource Center.

 

San Mateo County Office of Education will submit data to National Community Crime and Delinquency (the CPA 2000 evaluation contractor) and Probation staff for the CPA 2000 evaluation, which will measure the effectiveness of all the programs approved under the CPA 2000 plan.

 

Vision Alignment

The agreement with San Mateo County Office of Education keeps the commitments of:

   

A)

Realizing the potential of our diverse population and goal number 1: Our diverse population works well together to build strong communities, effective government and a prosperous economy; and

   

B)

Ensuring basic health and safety for all and goal numbers 7: Maintain and enhance the public safety of all residents and visitors, and 8: Help vulnerable people-the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life.

 

The agreement contributes to these commitments and goals since the demonstrated effectiveness of the collaboration and integration with service partners will improve development of students': 1) decision making skills, thus improving their classroom behavior, behavior in the home, and in the community; 2) verbal communication skills enabling them to communicate positively with peers and adults; 3) problem solving and anger management skills that support improved communication; 4) coping skills for the stresses of issues which can include: grief/loss, abusive relationships, parental substance abuse, and incarceration; 5) self-concept as a result of acquiring and applying the above skills; 6) improving academic performance and motivation; and 7) preventing and diverting escalation of delinquent behavior.

 

Term and Fiscal Impact

The term of the agreement is two years, from July 1, 2001 through June 30, 2003. The agreement maximum for two years is $394,032. The amount approved in the CPA 2000 Plan for FY 2001-02 for the agreement with San Mateo County Office of Education is $199,016. The amount approved in the JJCPA Plan for 2002-03, for this agreement is $195,016. The $4,000 reduction from the 2001-02 allocation to the Office of Education is a result of a reduction in the State's allocation to the County. However, Cleo Elau is contributing $4,000 to the Office of Education to ensure services are maintained at the same level as 2001-02. There is no net county cost as a result of this agreement.

 

This agreement contains a mutual hold harmless clause. County Counsel and Risk Management have approved this agreement. San Mateo County Office of Education complies with San Mateo County's Equal Benefits Compliance and the appropriate declaration has been signed.
