Revision Order No. 4 Sheriff's Forensics Laboratory and Coroner's Office

 

Recommendation

Adopt a Resolution approving:

1.

The plans and specifications and accepting the lowest responsible bid received from Powerlight Corp. for photovoltaics (PV) supply and installation in the amount of $658,372 and authorizing the Assistant County Manager to execute the assignment form assigning the Trade Contractor's bid to Turner Construction Company (TCCo).

   

2.

Exhibits F and G to the contract with TCCo establishing the Final Construction Budget and the Payment Schedule.

 

Background

This Board has previously approved Revision Orders 1, 2 and 3 so that work could begin by the earliest possible date.

 

Discussion

On March 22, 2002, the County received bids for the photovoltaic installation for the project. The low bid was received from Powerlight Corporation in the amount of $658,372. This bid includes the furnishing and installation of an operable photovoltaic system. The County took advantage of Powerlight's ability to reserve and collect the rebate from the State. The rebate amount is one-half the cost of the complete installation. The County's obligation is consequently reduced to one-half the cost of the entire system. The bid with Powerlight is recommended to be assigned to TCCo.

 

The previous resolutions accepted various trade bids and authorized the assignment of the bids to TCCo. Now, upon completion of all bidding, TCCo has presented to the County the Final Construction Budget, Exhibit F to the contract, specifying the amount of each trade contract. The County shall not pay more than that total amount for the project unless for changes ordered by the County or unforeseen conditions. The total is represented in the Payment schedule, Exhibit G to the contract, and is recommended for approval.

 

Vision Alignment

This revision order to the contract with TCCo keeps Commitment Nine, "Responsive and Effective Collaborative Government" and Goal 20, "Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain."

 

Fiscal Impact

The Final Construction Budget is the sum of trade contracts and the CM fee payments and is within the budget from the sale of 2001 Series A&B Lease Revenue Bonds.
