Application for a one-time Children's System of Care (CSOC) Allocation Augmentation

 

Recommendation

1.

Adopt a resolution authorizing the submission of an application to the State Department of Mental Health for a one-time Children's System of Care (CSOC) allocation augmentation of $65,600 in State funds.

2.

Approve an Appropriation Transfer Request (ATR) in the amount of $65,600 for FY2001-02 to increase the budget for the remainder of this fiscal year to implement the CSOC funds allocation.

   

Background

In 1989 San Mateo County received a grant under AB377 to implement an interagency system of care for emotionally disturbed youth. This System of Care represents a collaborative effort among mental health, social services, probation, education, other agencies serving children and youth, and families and caregivers. This year the California Budget Act provided for a one-time roll-over allocation augmentation for the purpose of additional support to CSOC programs. San Mateo's share of this supplemental adjustment is $65,600 for a full year. In order to receive this allocation, San Mateo must submit an application that describes new or expanded programs that will be implemented with this additional funding. The goals of CSOC are to serve children and youth with, or at risk of, serious emotional disorders and their families, in the least restrictive, most normal setting possible.

 

Discussion

The expanded services included in this application have been identified and approved by the CSOC executive committee, comprised of the Mental Health Director, the Deputy Chief Probation Officer, Juvenile Division, the Northern Regional Director of the San Mateo County Human Services Agency and the Special Education Local Plan Area (SELPA) Administrator.

 

These services/purchases include the purchase of items for Canyon Oaks Youth Center, which include two vans to be purchased through the County for client transport; computers and printers; other supplies; and the partial coverage of training expenses for the newly hired staff. Canyon Oaks Youth Center is a new adolescent residential treatment center, scheduled to open in July 2002. The Center will offer residential treatment as an alternative to psychiatric hospitalization for seriously emotionally disturbed youth 12-18 years of age.

 

Vision Alignment

This CSOC allocation augmentation from the California Department of Mental Health keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The fund allocation contributes to this commitment by providing transitional and recovery assistance for vulnerable clients who are persistently and seriously mentally ill and require intensive treatment and assistance with behavioral health and recovery.

 

Fiscal Impact

The maximum amount of the CSOC allocation augmentation is $65,600. The ATR will increase the Mental Health Services FY2001-02 budget by $65,600. There is an in-kind County match of $16,769 and no additional net County cost.
