Peninsula Community Foundation Grants for Prenatal to Three Initiative |

Recommendation |
Adopt a resolution authorizing the President of the Board to accept two grants from the Peninsula Community Foundation in the amount of $15,000 and $150,000 for the Prenatal to Three Initiative (PTT). |
|
Background |
The PTT Initiative is a collaboration of agencies and individuals working to promote the healthy growth and development of children in San Mateo County. Last year, the number of home visits from the multi-disciplinary staff of PTT increased dramatically to approximately 34,000 contacts. At the same time 12 Touchpoints parent support groups operated at locations throughout the County and parent education classes were initiated. Your board has previously accepted five annual grants from the Peninsula Community Foundation in support of PTT: $100,000 in 1997, $150,000 in 1998, $150,000 in 1999, $162,000 in 2000, and $150,000 in 2001. PTT activities continue to receive both local and national recognition and visibility. Evaluation results point to positive outcome differences between PTT and non-PTT families; including early literacy behaviors, number of well child visits, rates of breastfed children and re-hospitalization rates of high-risk infants. |

Discussion |
The Peninsula Community Foundation has awarded PTT two additional grants; $150,000 to pay for services that are currently not reimbursable by Federal Financial Participation, e.g., parent support groups and staff development, and $15,000 to purchase developmental toys for PTT children. |

Vision Alignment |
These grants from the Peninsula Community Foundation keep the commitment of ensuring basic health and safety for all and goal number 6: Children grow up healthy in safe and supportive homes and neighborhoods. The grants contribute to this commitment and goal by providing necessary funding in order to maintain the continuity of the PTT program goals and activities. |

Fiscal Impact |
The term for both grants is February 1, 2002 through January 31, 2003. $50,000 is included in the FY 2001-02 budget and $115,000 will be included in the FY 2002-03 recommended budget. No impact on the net county cost is anticipated. |
