Recommendation |
Adopt a resolution authorizing execution of an agreement with CAMINAR/CLC to operate the Workforce Investment Act (WIA), Comprehensive Year-Round Employment and Training Related Services for Out-of-School youth in Central County. The contract amount is $250,000 and the contract term is May 1, 2002 through October 31, 2003. |

Background |
On November 13, 2001, the San Mateo County Workforce Investment Board (WIB) in partnership with the Adolescent Collaborative Action Team/WIA Youth Council, released a Request for Proposal (RFP) to provide Comprehensive Year-Round Employment and Training Related services to In-School and Out-of-School eligible youth in Central County during PY2002-2003. The program emphasis is on increased academic standards and building linkages to schools to extend and enhance learning opportunities, as part of a year-round strategy to improve student achievement through work experience and occupational learning. |

RFP's were mailed to over 100 interested youth service providers. A total of 11 agencies were represented at an informational conference held by HSA staff on November 16, 2001. Two proposals were submitted. The proposals were recommended for funding by an Ad Hoc Review Committee composed of Youth Council members and a youth from the community. At the January 10, 2002 meeting the Executive Committee of the WIB authorized staff to enter into contract negotiations with the two youth providers, Caminar CLC for Out-of-School youth and Jefferson Union High School District for In-School youth. Jefferson Union High School District is a current WIA youth services provider and their contract will be amended to reflect the new services provided. Caminar CLC is a new provider and is being contracted to provide Out-of-School youth services as described below. |

Discussion |
Caminar /CLC will provide comprehensive assessment, educational, vocational, and support services to a minimum of 50 Central San Mateo County WIA eligible Out-of-School youth ages 17 to 21 diagnosed with a psychiatric, physical and/or developmental disability to enable them to complete school and/or gain competitive employment in the community. Participants will also receive some or all of the following: tutoring, work readiness skills, unpaid internships, summer employment linked to academic and occupational learning, counseling, mentoring, case management and follow up. |

Fiscal Impact |
The agreement amount will be $250,000. These funds are comprised entirely of WIA funds and will thus have no impact on the General Fund. There is no Net County Cost. |
