SUBJECT:

Resurfacing of Various Streets in the Broadmoor Village Area - North County (Project No. R7T01-F36 [71H])

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the resurfacing of Louvaine Place, Louvaine Drive, Midway Avenue, Thornhill Drive, and portions of Stoneyford Drive, Sweetwood Drive, Garden Gateway, and Sullivan Avenue in the Broadmoor Village area.

 

Previous Board Action

Authorized the Director of Public Works to:

 

1.

Execute agreements with utility agencies for utility type work less than $50,000 proposed to be done in conjunction with County road projects.

 

2.

Proceed with the preparation of plans and specifications for resurfacing type projects on various County roads.

 

Key Facts

The proposed project is part of our overall program to preserve the County maintained road system and the roads listed above were included in the roads approved by your Board to be resurfaced.

 

Discussion

The proposed project, totaling approximately 2.21 miles in length, consists of the repair of failed pavement areas, the installation of pavement reinforcing fabric, and the resurfacing of the roadways with asphalt concrete. The roads to be resurfaced are shown on the attached map.

 

The City of Daly City and California Water Services Company have requested that the County include work on their facilities in conjunction with this proposed project. Agreements with the two agencies will be executed by the Director as authorized by your Board prior to recommending that a contract be awarded to the low bidder.

 

This project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "Ensure Basic Health and Safety for All" and Goal Number 7 "Maintain and Enhance the Public Safety of All Residents and Visitors," as it improves the conditions of these roads for the public's safety.

 

Fiscal Impact

The estimated cost of construction is $360,000, which is proposed to be financed as follows:
