Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary

The salary ordinance changes herein represent:

· deleting one position,

· adding one position,

· implementing the radiology study, and

· assuming the Release on Own Recognizance program into County service.

These actions were approved by the County Manager's Office. The reclassification actions in the radiology study represent a monthly salary and benefit cost of $4282 or an annual cost of $51,384.

This amendment has been reviewed by the County Counsel's Office.

ORGANIZATION 19500 CHILDREN AND FAMILIES FIRST PROGRAM

Action:

One position of B182S, Community Program Specialist - unclassified series

Biweekly Salary: $1527.20 - 2508.80

Approximate Monthly Salary: $3309 - 5436

Explanation:

This is the addition of one position of Community Program Specialist. This position will provide a variety of grant program budgeting and management support services for the CFFP. The addition of this position has been approved by the CFFP governing board. The action represents a monthly salary and benefits cost of $7067 based on filling the position at the top step in the range. The action increases the total number of authorized positions by one.

Explanation:

This is conversion of the Release on Own Recognizance program from a contract service to services provided by County employees. Both the Sheriff's Office and the Probation Department have analyzed the functions and services provided by the ROR program and have determined the staffing needed to assume these functions. This action creates the new positions needed to carry out these services. These two actions increase the total number of authorized positions by twenty-eight.

Explanation:

This is the implementation of the Radiology study. The Radiology division of the County Hospital provides a variety of x-ray, CAT scan, sonographic and related examinations to County patients. Currently all services are provided by the same Radiologic Technologists. Over the last four years there have been significant increases in state and federal licensing requirements for specialty areas and the current classifications no longer appropriately describe the work of the specialty areas. The addition of the two new classifications of Imaging Specialist and Lead Imaging Specialist will appropriate describe the work done by staff skilled in sonography and nuclear medicine. Additionally, the addition of the new classification of Lead Electrograph Technician will establish a lead worker to provide support to the direction of staff performing EKG, EEG and EMG examinations. The lead concept is commonly used in a variety of professions in the County and this will provide a lead level in the electrographic examination area. The action represents a monthly salary and benefits cost of $4282 based on filling the new classifications at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 68500 COMMUNITY HEALTH CLINICS

Action:

Delete: One position of F012, Charge Nurse

Biweekly Salary: $2404.00 - 2841.60

Approximate Monthly Salary: $5209 - 6157

Explanation:

This is the elimination of one position from the Clinics. This position was funded for half the fiscal year pending the take over of the East Palo Alto Clinic by the 330 Grant. This action will now eliminate the position. This action represents a monthly salary and benefits savings of $8004 based on filling the position at the top step in the range. The action decreases the total number of authorized positions by one.
