Recommendation |
Adopt a resolution authorizing the execution of an Agreement with the San Mateo County Office of Education to provide educational case management services for children in shelter/foster care. The term of the Agreement is July 1, 2000 through June 30, 2003. |

Background |
The San Mateo County Grand Jury has expressed concerns as to whether the educational needs of children in shelter/foster care were being met. There were discussions with San Mateo County Office of Education around how to develop a system to transition the educational programs for children entering shelter care through subsequent foster care placements and ensure that an educational case plan was in place for each child. The San Mateo County Office of Education has agreed to provide educational case management services to children who have been placed by the Human Services Agency and the Probation Department in shelter care or foster care. Funding for these services has been included in the Human Services Agency's budget. |

Discussion |
The San Mateo County Office of Education hired a liaison to provide services to children in shelter/foster care, specifically, to obtain educational history, assist with school placements and provide case management services. The liaison facilitates the school placement process and provides and maintains data on the academic progress, and services to county shelter/foster care students. This Agreement will continue to allow the San Mateo County Office of Education to provide educational services for children in the shelter/foster care system. This Agreement was delayed due to complications in the hiring process and negotiations with the State Department of Education for additional funding for the foster Youth Servcies. |

Vision Alignment |
The contract with the San Mateo County Office of Education keeps the commitment of Providing Equal access to Educational Opportunity and goal number 19: The skill level of new workers rises with improved K-12 education and training options. This Agreement contributes to this commitment and goal in those children will not lose valuable credits and will be placed in appropriate school programs. |

Fiscal Impact |
The term of this Agreement is July 1, 2000 through June 30, 2003 the total obligation amount is $193,634. Of the $193,634, $65,836 (34%) will be funded through Federal funds, $63,899 (33%) through State Funds and the balance of $63,899 (33%) will be Net County Cost. |
