Retention of Consulting Firms for Omnibus Architectural & Engineering Professional Services for County Projects

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute agreements with four (4) consulting firms for omnibus architectural and engineering professional services (A&E Services).

 

Key Facts

The consultant selection procedures in the County's Administrative Memorandum B-1 and Resolution No. 65035 adopted by your Board on January 15, 2002, were used to select the four (4) consulting firms.

 

Discussion

Proposals were solicited from consulting firms by direct mail and through advertising in trade publications. Representatives from the Department of Public Works participated on the selection committee that reviewed the qualifications of eighteen (18) firms submitting proposals. The committee is recommending that four (4) firms be retained to provide A&E Services on an as-needed basis. The selection process used is attached as Exhibit A.

 

The A&E Services agreements have a not to exceed amount of $300,000 each. A specific not to exceed fee will be established for each specific budgeted project that a firm is assigned based on a specific scope of work. The firm will be provided with a "Task Order" that will detail the requirements of the project. The sum of the fees for the various individual "Task Orders", should the firm be assigned more than one project, will not exceed the not-to-exceed amount of $300,000. Any increase above the $300,000 limit per agreement would be brought back to your Board for approval.

 

The term of the individual Agreements will be for two (2) years from the date of execution by the County, with the ability to extend the term for two (2) additional years as authorized by the Director of Public Works.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to ensure basic health and safety for all, and Goal Number 20, "County employees understand, support and integrate the County vision and goals into their delivery of services," as implementing the A&E Services agreements will allow us to expedite projects that can improve various County's facilities for the benefit of both the employees that provide public services and for the public that we serve.

 

Fiscal Impact

There is no impact to any fund by your Board authorizing the execution of the four agreements. There will be an impact to the fund that finances specific projects approved by your Board that uses the A&E Services of one of these firms. However, A& E costs are included in the project estimates that are provided each fiscal year for projects included in the Capital Projects budget.

 

A form of resolution and agreement has been approved by County Counsel and the architectural firms have executed their respective agreements.
