Accepting a Donation of Carpeting

 

Recommendation
Adopt a resolution accepting a donation of carpeting valued at approximately $10,000 for the Press Room located on the first floor of 400 County Center.

 

Background
San Mateo County has utilized CEI Flooring, Inc. to install carpeting for certain County facilities. CEI Flooring was recently approached for a price quote regarding the planned re-carpeting of the County's press room. The Purchasing Division of Employee and Public Services advised CEI Flooring that the budget for this project was uncertain, and asked CEI Flooring to suggest alternatives, such as using remnants, to keep the price low. The President of CEI Flooring responded by offering to donate the carpeting and installation, valued at approximately $10,000, and recoup his cost by seeking a tax deduction (the success of which is not promised by the County).

 

Discussion
CEI Flooring has an excellent record of service with the County; providing fast, reliable, quality product and service at a fair and reasonable price. The Purchasing Division has analyzed CEI Flooring's offer to donate product and service in this instance, and believes it is in the best interest of the County. The Purchasing Division accepts CEI Flooring's representation that it should be able to recoup its cost through a federal and state income tax deduction; and the Purchasing Division is satisfied that this small, one time donation will have no bearing or influence on future competition for County carpeting installation business.

 

Vision Alignment
Acceptance of this carpeting, and the money it will save the taxpayers, fosters the principal of vision point number 21, in that three departments (County Manager, Public Works, and Employee and Public Services) have collaborated to develop a strategic approach to an issue affecting the County. Likewise, vision point number 7 will be enhanced by providing a safe and professional working environment for the members of our press group

 

Fiscal Impact
This action will result in a savings to the County of approximately $10,000.
