Amendment 1 to agreements with the California Department of Aging for Title III/VII, Title V, and for Community-Based Services Program (CBSP) of the Older Americans Act (OAA) of 1965

 

Recommendation

1.

Adopt a resolution authorizing the President of the Board of Supervisors to execute Amendment 1 to Agreement No. FF-0102-08 for Title III/VII, Amendment 1 to Agreement No. TV-0102-08 for Title V, and Amendment 1 to Agreement No. CB-0102-08 for CBSP with the California Department of Aging (CDA): and

   

2.

Approve an Appropriation Transfer Request (ATR) to set up additional appropriations and recognize additional revenues in the amount of $466,081

 

Background

Every four years the Area Agency on Aging (AAA) is required to submit a Planning and Service Area Plan for aging services to CDA. The state also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a statewide funding formula. The plan provides a profile of the County's senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo's OAA allocation.

 

On August 21, 2001, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2001-05. This plan, together with the annual budget, fulfills CDA's requirements and generates a contract from CDA for funding. On August 21, 2001, your Board also approved two agreements with CDA for 2001-02: one for Title III/VII for nutrition and supportive services for a total of $2,279,421 and one for CBSP for supportive services including HICAP, Linkages/Respite, Foster Grandparents, Senior Companions, and Alzheimers Day Care Resource Center (ADCRC) for $646,815. On October 2, 2001, your Board approved an agreement with CDA for 2001-02 for Title V for subsidized training and employment for $190,397.

 

Discussion

CDA distributes additional funds or reduces allocations periodically throughout the fiscal year as funds become available or are decreased. Amendment 1 to the Title III/VII agreement provides an additional $507,954 in state and federal dollars. These funds will be used to increase reimbursements for transportation, home-delivered meals, congregate nutrition and adult day health care to contract providers who are exceeding service goals in these areas, to offset CBSP reductions to ADCRC, and to manage increased food and delivery costs in the congregate and home-delivered meals programs. Amendment 1 to the Title V agreement provides an additional $12,856, which will be used to increase wages for Title V workers. The amendment to the CBSP agreement reduces available funding by $54,729. This decrease is a combination of mandated statewide reductions to the Foster Grandparents, Senior Companions, ADCRC and Linkages/Respite programs in the amount of $67,684, and an increase of $12,955 for the Health Insurance Advocacy Program.

 

AAS has continued to make the provision of those services which help maintain severely impaired individuals in independent settings a division-wide performance measure. With the assistance of the services provided through these agreements we have met this measure as a division.

The Commission on Aging and County Counsel have approved these amendments.

 

Vision Alignment

The three amendments to the state agreements for Title III/VII, Title V and CBSP, keeps the commitment of ensuring basic health and safety for all and goal number 8: People- Help vulnerable people- the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life. Funds for these programs will contribute to this commitment and goal by providing transportation, home-delivered meals, congregate nutrition and adult day health care.

 

Fiscal Impact

The term of these agreements remains July 1, 2001 to June 30, 2002. The original agreement with CDA for Title III/VII was for $2,279,421. Amendment 1 adds $507,954 bringing the total allocation for Title III/VII to $2,787,375. The original agreement with CDA for Title V was for $190,387. Amendment 1 adds $12,856, bringing the total allocation for Title V to $203,243. The original agreement with CDA for CBSP was $646,815. Amendment 1 reduces funds by $54,729 for a total allocation for CBSP of $592,086. An Appropriation Transfer Request has been prepared to add/reduce these revenues and related appropriations to Aging and Adult Services' approved budget for 2001-2002. Any ongoing expenditures will be reduced if funds are unavailable in future years. There is no impact on the county General Fund as a result of these amendments or approval of the ATR.
