Pescadero Creek Road Slides Repair Project - Loma Mar Area

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the repair of two slides on Pescadero Creek Road.

 

Previous Board Action

Adopted Resolution No. 65151 on March 26, 2002, adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

 

Key Facts

1.

The proposed project will repair portions of the travel lane and shoulder on Pescadero Creek Road at two locations which were undercut as result of creek bank erosion or excessive ground water.

 

2.

Necessary Permits from Department of Fish and Game, California Regional Water Quality Control Board, and San Mateo County Planning Commission required to work adjacent to creek have been obtained.

 

Discussion

On April 23, 2002, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

at $1,084,369, was the lowest bid received.

 

The Engineer's estimate was $1,100,000. A summary of the bids received is as follows:

We have reviewed the contract documents and have determined the Affirmative Action Program submitted by Valentine Corporation is in accordance with the current Affirmative Action Guidelines.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "Maintain and Enhance the Public Safety of all Residents and Visitors" of the Shared Vision Commitment to "Ensure Basic Health and Safety for All," as the project helps to preserve Pescadero Creek Road which is a vital link for the residents in this rural area of the County.

 

Fiscal Impact

The total estimated construction cost for this project is $1,193,000, which includes a ten percent (10%) contingency, as the work is bid on a unit price basis (i.e., per linear foot for Steel Piling, Metal Beam Guard Rail, per Cubic Yard for Structural Backfill, etc.). The contingency is used to pay the Contractor for any additional units of items used, as the actual units will depend on the unit weight of material or the tolerances associated with the placement of material and other unknown or unforeseen work that may be required.

 

There is no impact to the General Fund.

 

A form of Resolution has been approved by County Counsel.
