Resurfacing of Various Roads in El Granada and in Princeton By The Sea - MidCoast Area (Project No. R8K01/ R8H01/ R8J01, F-36 [305A])

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Resurfacing of Various Roads in El Granada and in Princeton By The Sea.

 

Previous Board Action

Authorized the Director of Public Works to enter into agreements in amounts not to exceed $50,000 with Cities, other Public Agencies or Utility Companies for street construction.

 

Key Facts

The proposed project is part of our overall program to preserve the County maintained road system.

 

Discussion

The proposed project, totaling approximately 1.22 miles in length, consists of pavement repair, installation of pavement reinforcing fabric, placing an asphalt concrete overlay and installing new pavement marking and markers on portions of Avenue Alhambra, Avenue Cabrillo, Capistrano Road and Prospect Way as shown on the attached map.

 

The southerly portion of Capistrano Road between Prospect Way and Highway 1 also needs to be resurfaced. However, the Granada Sanitary District recently repaired its sanitary sewer facilities in this area and is beginning a monitoring program to insure the repairs were successful. We are not proposing to resurface this portion of Capistrano Road at this time, but will include it in a subsequent project once the Sanitary District has confirmed that no additional work on their facilities in this area is required.

 

The San Mateo County Planning Department has determined that this project is exempt from the requirements for:

 

1.

the preparation of an EIR under Section 15301, Class 1, of the California Environmental Quality Act (CEQA), and we have filed a Notice of Exemption with the County Clerk Recorder as provided by County guidelines.

 

2.

a Coastal Development Permit and a Certificate of Exemption has been filed with the County Clerk in accordance with County guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "Ensure Basic Health and Safety for All" and Goal Number 7, "Maintain and Enhance Public Safety of All Residents and Visitors," as the project maintains the roads' surface for the benefit of the public.

 

Fiscal Impact

The total estimated cost for this work is $370,000 and is proposed to be financed as follows:

The utility type work is described in agreements that have been executed by the Director as authorized by your Board.

 

A form of resolution has been approved by County Counsel.

 

There is no impact to the General Fund.
