RESOLUTION AUTHORIZING THE COMMUNITY DEVELOPMENT BLOCK GRANT AND EMERGENCY SHELTER GRANT ACTION PLAN FOR SUBMISSION TO THE U.S. DEPT. OF HOUSING AND URBAN DEVELOMENT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, pursuant to Section 570.201, Title 24 of the Code of Federal Regulations regarding the Community Development Block Grant (CDBG) Program, CDBG assistance may be used to fund eligible activities to be carried out by public agencies or by private non-profit entities which are duly organized to undertake community development; and;

 

WHEREAS, the Stewart McKinney Homeless Assistance Act, Public Law 100-77, enacted July 22, 1987, provides for the distribution of federal funds for homelessness assistance to units of local governments, including urban counties, as defined under the CDBG Program; and

 

WHEREAS, the County of San Mateo qualifies as an urban county under Section 570.307, Title 24 of the Code of Federal Regulations; and

 

WHEREAS, the County of San Mateo desires to apply for CDBG and Emergency Shelter Grant (ESG) Funds for FY 2002-03, and submission of an acceptable Action Plan to the United States Department of Housing and Urban Development and required certifications constitutes an application for such funding; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance the attached Action Plan for the use of FY 02-03 CDBG and ESG funds, and related certifications;

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that this Board of Supervisors (1) approves and accepts the Action Plan for the use of FY 2002-03 CDBG and ESG funds, and the related certifications; and that (2) the Director of the Human Services Agency Office of Housing is hereby authorized to submit the Action Plan and certifications and all understandings and assurances contained therein to the United States Department of Housing and Urban Development and is authorized to take all necessary actions in connection with the submission of the Action Plan and to provide additional information as the United States government may require.
