Agreement with the City of San Bruno to include eligible dwellings in San Mateo County in their bidding process for noise insulation work

 

RECOMMENDATION

Adopt a resolution authorizing the agreement with the City of San Bruno whereby they agree to include five houses located in the unincorporated Country Club Park area in their bidding process for the sound insulation of eligible houses within the City of San Bruno.

 

BACKGROUND

On June 27, 2000, the County of San Mateo entered into an agreement with the City and County of San Francisco, by and through the San Francisco Airport Commission, to provide the County of San Mateo with funding for insulating qualifying homes within the Fourth Quarter 1999 State 65 dB CNEL noise corridor in the unincorporated Country Club Park area. Since then, the Commission has authorized advance funding to pay for the cost of five houses owned by three property owners to be insulated as part of the efforts of reducing noncompatible land use.

 

DISCUSSION

In an effort for the bids to be cost effective, the County of San Mateo will include the five houses in the City of San Bruno bid package. The City of San Bruno will competitively bid 184 dwellings. The bid documents will comply with the Federal Aviation Administration (FAA) requirements. After the bids are received, the County of San Mateo will award a separate contract to the selected contractor for the work to be performed in the unincorporated area and will oversee the construction contract. All consultants on the County of San Mateo project are contracted separately from the City of San Bruno.

 

VISION ALIGNMENT

The proposed agreement would help the County achieve the commitment of ensuring basic health and safety for all and goal number 7 to maintain and enhance the public safety of all residents, as well as achieving the commitment to responsive, effective and collaborative government and goal 22 of County and local governments effectively communicating and collaborating in order to develop strategic approaches on issues affecting the entire County. The proposed agreement contributes to these commitments and goals by providing noise insulation for eligible residents through collaboration with the City of San Bruno.

 

FISCAL IMPACT

The City and County of San Francisco is providing funding to the County to cover the costs of noise insulation for eligible properties. There are no direct costs to the County associated with the proposed agreement with the City of San Bruno to include those properties in their bidding process.
