Agreement with Mental Health Association of San Mateo County

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with Mental Health Association of San Mateo County (MHA) for the continuation of the HIV/AIDS Housing Assistance Program.

 

Background

The San Mateo County AIDS Program (AIDS Program) receives funding from the Ryan White CARE Act, Title I (CARE), and the Housing Opportunities for Persons with AIDS (HOPWA) Act for the purpose of providing health and social services to people with HIV/AIDS. A specific portion of both grants is intended to help people with HIV/AIDS optimize their health by acquiring and maintaining stable housing.

 

In December 2000, the AIDS Program conducted a "Request for Proposals" for the provision of housing services and a Wrap Around Fund for client emergencies. The Service League of San Mateo County and MHA were the only two organizations to respond. The AIDS Program awarded contracts to both agencies, who are also current providers of housing services for people with HIV/AIDS. The Mental Health Services Division also has a contract with MHA for the provision of emergency and short-term housing, rehabilitation services, outreach and support services, and a socialization program. However, there is no overlap or duplication of services between these two contracts.

 

Discussion

MHA has been successfully providing housing services for people with HIV/AIDS in San Mateo County since 1994. Over the years, they have helped numerous clients maintain stable housing, enabling them to keep their medical appointments and adhere to increasingly complex medication regimens. This agreement will allow them to continue to provide services to their clients without interruption.

 

In addition, MHA will administer an $81,333 Wrap Around Fund for emergency assistance to their clients. The Wrap Around Fund, paid for by CARE, covers items such as utility bills and car repairs, that helps clients to maintain their current housing.

Vision Alignment

The contract with MHA keeps the commitment of ensuring basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. It also keeps the commitment of offering a full range of housing choices and goal number 9: Housing exists for people at all income levels and for all generations of families. The contract contributes to these commitments and goals by providing an HIV Housing Assistance Program and improving the quality of life for those living with this disease.

 

Fiscal Impact

The maximum amount of funding for this agreement is $965,808 for a 16-month period, March 1, 2002 through June 30, 2003: $775,143 in HOPWA funds for housing, $109,332 in CARE funds for housing, and $81,333 in CARE funds for Wrap Around. These funds are included in the approved 2001-02 and proposed 2002-03 AIDS Program budget. A maintenance of County effort is required for all CARE funding which amounts to the net County cost for the AIDS Program for 2000-01, i.e., $308,419.
