Resolution ratifying the signature of the Director of Human Services Agency to the Agreement with State Department of Health Services and authorizing the Director of the Human Services Agency to execute an Amendment to the Agreement

 

Recommendation

Adopt a resolution:

 

1.

Ratifying the signature of the Human Services Agency Director to the State Agreement 98-15627.

 

2.

Authorizing the Director of the Human Services Agency to execute an Amendment to the State Agreement 98-15627 to transfer funds from the original Agreement to be used for supporting Medi-Cal Outreach Project for fiscal year 2001-2002.

 

Background

On June 29, 1999 the Board of Supervisors adopted Resolution number 62919 accepting grants from: the State Department of Health Services, David and Lucille Packard Foundation and the Peninsula Community Foundation for the purpose of supporting Medi-Cal Outreach.

 

The Memo that was submitted to the Board of Supervisor in connection with the Resolution stated that the Director of Human Services Agency be authorized to execute the Agreement with the State Department of Health Services. However, this authorization was inadvertently left out of the Resolution.

 

The Director of Human Services Agency did sign the Agreement. The inadvertent omission in the resolution of the authorization for the Director of the Human Services Agency to sign the agreement was not discovered until recently when the State Department of Health Services submitted the Amendment. The Agreement with the State Department of Health Services was for fiscal year 2000-2001.

 

Discussion

The Agreement with the State Department of Health Services provided funding for the Medi-Cal Outreach Project in San Mateo County. This outreach project provides Medi-cal applications to be screened in outpost locations throughout the County. The number of staff outposted to Health Services Agency clinics has increased substantially. This together with other innovations has dramatically increased the number of Medi-Cal participants in the County.

 

Human Services Agency managed to use only a portion of the funds from the State Agreement with the State Department of Health Services for fiscal year 2000-2001. Human Services Agency requested the State Department of Health Services transfer $272,556 to an Amendment authorizing the use of funds for fiscal year 2001-2002.

 

The Department of Health Services agreed by amending Agreement 98-15627. This Amendment was effective June 1, 2001, however the State Department of Health Services did not sign the Amendment until March 1, 2002, which resulted in the delay of processing.

 

County Council has approved this Agreement as to form.

 

Vision Alignment

The Agreement with the State Department of Health Services keeps the commitment of Ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventative care. The Agreement with the State Department of Health Services contributes to this commitment and goal by providing funding for Medi-Cal Outreach.

 

Fiscal Impact

This State Amendment is transferring $272,556 from fiscal year 2000-2001 to be used for fiscal year 2001-2002. This Agreement is funded by the State Department of Health Services. There is no Net County Cost.
