Recommendation |
Adopt a resolution authorizing the Director of Human Services Agency to Execute the Thirteenth Amendment to the Agreement between the Counties of San Mateo, Santa Clara, San Diego, Sonoma, Tulare, Santa Cruz, Fresno, Solano, San Luis Obispo, Contra Costa, Placer, Alameda, Yolo, Orange, San Francisco, Santa Barbara, Sacramento, and EDS Federal Corporation, for the maintenance of the computerized Welfare Case Data System. This Amendment extends the term of the Agreement to June 30, 2003. |

Background |
The California State Association of Counties (CSAC) Consortium has provided management services to the counties for the management administration of the Welfare Case Data System. This system is the automated system for the qualification, control and distribution of welfare assistance pursuant to prevailing statutory requirements. These services are being satisfactorily provided by EDS Federal Corporation, the system administrator, in accordance with the provisions of the original agreement, which commenced on July 1, 1991. The Board of Supervisors has approved twelve amendments to this Agreement thus far. This request is for the approval of the Thirteenth Amendment to continue maintenance. |

Discussion |
The services described in the Twelfth Amendment will remain the same for the Thirteenth Amendment. The Thirteenth Amendment will specify that approximately 69,700 hours of service will be provided during Fiscal year 2002-2003, at the hourly rate of $88. It is anticipated that the cost for fiscal year 2002 through 2003 will be $6,614,400. The cost will be jointly appropriated among 18 WCDS counties based on their size (small, medium and large). It is anticipated that San Mateo County's share as a medium sized county will be $389,082. San Mateo County's share was the same amount for fiscal year 2001 through 2002. |

The Amendments for this Agreement are usually received close to the end of our fiscal year and in the past have not been submitted in a timely manner to the Board of Supervisors for execution. Allowing the Director of Human Services Agency to sign the Thirteenth Amendment will shorten the processing time and allow HSA Financial Services to appropriate funds for the Amendment. |

The Agreement with EDS Federal Corporation keeps this commitment and goal by providing services to keep our Welfare Case Data System operational so that San Mateo County and other Bay Area Counties can continue to provide vital services and resources necessary to those in need. |

Fiscal Impact |
The Thirteenth Amendment extends the term of the Agreement to June 30, 2003. The total cost of the Amendment for Fiscal Year 2002-2003 is anticipated to be $6,614,400. San Mateo County's share is $389,082 for Fiscal Year 2002-03. The estimated Net County Cost, after State and Federal reimbursements, is $13,618. Funding for this Agreement is included in the Recommended Budget for Fiscal Year 2002-03. |
