Recommendation |
Adopt a resolution authorizing execution of an amendment to the Agreement with the Jefferson Union High School District (JUHSD) to operate the Pathways to Success Program for In-School Youth in Central and North Counties. The total agreement amount is $642,278 during the period of October 1, 2000 through June 30, 2003. |

Background |
On October 17, 2000, the Board of Supervisor adopted Resolution number 64034, for Jefferson Union High School to provide Year-Round Employment and Training Related services to 92 Out-of-School eligible youth in North County in the amount of $309,906 during the period of October 1, 2000 through September 30, 2002. |

On November 13, 2001, the San Mateo County Workforce Investment Board (WIB) in partnership with the Adolescent Collaborative Action Team/ WIA Youth Council, released a Request for Proposal (RFP) to provide Comprehensive Year-Round Employment and Training Related Services for In-School and Out-of-School eligible youth in Central County for PY2002-2003. The program emphasis is on increased academic standards and building linkages to schools to extend and enhance learning opportunities, as part of a year-round strategy to improve student achievement through work experience and occupational learning. |

RFPs were mailed to over 100 interested youth service providers. A total of 11 agencies were represented at an informational conference held by HSA staff on November 16, 2001. Two proposals were submitted. The proposals were recommended for funding by an Ad Hoc Review Committee composed of Youth Council members and a youth from the community. At the January 10, 2002 meeting the Executive Committee of the WIB authorized staff to enter into contract negotiations with the two youth providers who submitted proposals. |

Discussion |
The Daly City Youth Health Center will coordinate the Pathways to Success program which is a project of the District. The District will provide fiscal oversight. Pathways is a partnership consisting of Jefferson Union High School District, San Mateo Union High School District, the Peninsula Family YMCA, Jobs for Youth in Central and North County, South San Francisco Unified School District, and the Daly City Youth Health Center. The program will provide services to 120 Central and North San Mateo County WIA eligible In-School youth ages 14 to 19. |

Participants will receive some or all of the following: vocational and educational assessment, tutoring, work readiness skills, unpaid internships, summer employment linked to summer school, psycho-social assessment and counseling, mentoring, case management and follow- up services. |

Vision Alignment |
The contract with the Jefferson Union High School District keeps the commitment to Sow the seeds of our future prosperity and goal number 19: The skill level of new workers rises with improved K-12 education and training options. The contract contributes to this commitment and goal since the Jefferson Union High School District and its partner school districts will provide health care services, educational, vocational and support services to In-School youth. |

Fiscal Impact |
The amendment amount is $332,372 for FY2002-2003, which brings the total contract amount to $642,278. These funds are comprised entirely of WIA funds and will have no impact on the General Fund. There is no Net County Cost. |
