APPROVAL OF AN ATR FOR CALWIN IMPLEMENTATION COSTS |

Recommendation |
Approve an Appropriation Transfer Request increasing Services and Supplies by $1,094,583, Fixed Assets by $323,334 and Other Charges by $207,900 and Unanticipated Revenue by $1,625,817 to create appropriation and funding for CalWIN implementation costs. |

Background |
San Mateo County currently uses a computer system known as the Welfare Client Data System (WCDS) for automating income assistance, food stamp, and certain other public assistance-related programs. The Human Services Agency is currently engaged in a large-scale, multi-year project with seventeen other California counties and Electronic Data Systems Corporation (EDS) to replace the existing system with CalWIN, California Welfare Information Network. CalWIN will determine client eligibility, calculate benefits, exchange information with other systems, provide management support for benefit programs and improve service delivery to clients. |

Discussion |
In order to implement CalWIN the County must make purchases of hardware and software, and complete site preparation in readiness for application roll out, including any necessary infrastructure upgrades. The costs associated with these tasks are fully reimbursable by the State; however, the monies needed must be encumbered during the current fiscal year. Any CalWIN expenditures of this type will not be reimbursable by the State after June 30, 2002. This money was not budgeted in fiscal year 2001-2002 because at the time the budget was being built, the State reimbursement requirements were not known. |

The CalWIN system and associated expenses keeps the commitment of responsive, effective, collaborative government and goal number 21: County employees understand, support and integrate the County vision and goals into the delivery of services. The implementation of CalWIN contributes to this commitment and goal since it provides more efficient and cost effective service delivery, ensures accuracy, and enables workers to spend their time with clients more valuably. |

Fiscal Impact |
The $1,625,817 in additional appropriation will be fully reimbursed through the CalWIN allocation for San Mateo County. There is no Net County Cost impact. |
