Accessibility Modifications, Probation Department, 1024 Old Mission Road, South San Francisco, California (Project No. P2T08)

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for various accessibility modifications at the Probation Department facilities in South San Francisco.

 

Previous Board Action

Adopted Resolution No. 65172 on April 2, 2002, adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for various accessibility modifications at the Probation Department facilities, South San Francisco.

 

Discussion

On April 30, 2002, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the base bid of:

at $96,199 was the lowest base bid received.

We have reviewed the contract documents and have determined that the Affirmative Action Program submitted by Jens Hansen Company Inc., General Contractors is in accordance with the current Affirmative Action Guidelines.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "Maintain and Enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "Ensure Basic Health and Safety for All," as the installation will remove architectural barriers and improve accessibility to County facilities and services.

 

Fiscal Impact

The total estimated cost of construction and contingencies is $110,000, which includes a fifteen percent (15%) contingency. We are recommending a 15% contingency as our experience has been that additional unforeseen work may be encountered when remodeling or retrofitting existing facilities, as the facilities' structural components or plumbing and electrical wiring systems are not exposed until after the work begins. Additional work as may become necessary will be covered by contract change order and the contractor will not be entitled to additional payments without an approved contract change order executed by the Director of Public Works.

 

An appropriation for this work was included in the 2001-02 Capital Projects Budget and is financed from the five percent (5%) surcharge on facilities fees. There is no additional impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
