Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary

The salary ordinance changes herein represent:

· adding one position,

· reclassifying one position, and

· adding one new classification of Child Psychiatrist

These actions were approved by the County Manager's Office.

The reclassification actions in the radiology study represent a monthly salary and benefit savings of $226 or an annual savings of $2,712.

This amendment has been reviewed by the County Counsel's Office.

ORGANIZATION 19500 CHILDREN AND FAMILIES FIRST PROGRAM

Action:

Add: One position of B042S, Fiscal Office Assistant - unclassified series

Biweekly Salary: $1118.40 - 1475.20

Approximate Monthly Salary: $2423 - 3197

Explanation:

This is the addition of one position of Fiscal Office Assistant. This position will provide a variety of fiscal and bookkeeping support services for the CFFP. The addition of this position has been approved by the CFFP governing board. The action represents a monthly salary and benefits cost of $4156 based on filling the position at the top step in the range. The action increases the total number of authorized positions by one.

 

ORGANIZATION 61000 MENTAL HEALTH SERVICES

Action:

Add: One new classification of F122, Child Psychiatrist

Biweekly Salary: $4145.60 - 5181.60

Approximate Monthly Salary: $8982 - 11,227

to the flexible staffing pattern for Staff Physician

Explanation:

This is the addition of one new classification of Child Psychiatrist to the Staff Physician flexible staffing pattern. The classification of Staff Physician has traditionally been used for performing psychiatric care for children. Over the last several years the number of physicians trained in child psychiatry has been decreasing and recruitment has become increasingly more difficult. This action will create a separate classification compensated at 10% higher than the Staff Physician classification. Depending on the number of staff assigned to the Child Psychiatry option this action will represent a monthly salary and benefits cost of $2655 per position based on filling the positions at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 62000 PUBLIC HEALTH SERVICES

Action:

Reclassify: One position of F052, Chief, Public Health Education

Biweekly Salary: $2094.40 - 2617.60

Approximate Monthly Salary: $4538 - 5672

To: One position of F056, Lead Public Health Educator

Biweekly Salary: $2029.60 - 2537.60

Approximate Monthly Salary: $4397 - 5498

Explanation:

This is the downward reclassification of one filled position of Chief, Public Health Education to the classification of Lead Public Health Educator. This action is the result of changes made in the Health Education division that have eliminated the need of a supervisory classification but identified the need for a lead classification. This action represents a monthly salary and benefits savings of $226 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.
