Agreement with Alameda County

 

Recommendation

Adopt a resolution authorizing the President of the Board:

 
 

1.

to execute an agreement with Alameda County to provide services through the Bay Area Regional Neuro-Behavioral Care Program for adults.

     
 

2.

to delegate signing authority for the Director of Health Services to execute amendments and minor modifications to this agreement not to exceed the aggregate of $25,000.

     

Background

In the spring of 1993, the Bay Area Mental Health Directors Consortium began a planning effort to create a program alternative to Napa State Hospital (NSH) for adults with psychiatric problems related to organic brain injury.

 

Alameda County agreed to take the lead on the project and with input from other Bay Area counties, negotiated contracts with Guardian and Telecare Corporations to administer the program from three sites in Alameda County. They are Garfield, Morton Bakar Center, and Medical Hill Neurobehavioral Program. The services purchased through these agreements are not available in the current Mental Health Services agreement with the Telecare Corporation.

 

Discussion

In FY 2000-01, Mental Health Services Division contracted with Alameda County for a total of 6 beds at the three sites serving adults. The program facilities are licensed skilled nursing facilities and basic services are billed to Medi-Cal. The county's contract pays an additional "patch" rate of $176.34 per day at Garfield and $132.75 per day at Morton Bakar in excess of Medi-Cal payments. Although this rate reflects a 4% increase from last year's rate due to a COLA adjustment, these costs are still significantly less than the cost of care at NSH, which is now at approximately $315 per day.

The agreement contains modified hold harmless language that assigns liability based on which party was negligent, and has been approved by both Risk Management and County Counsel. This agreement is initiated by Alameda County and it was delayed by them until rates were established. Mental Health received the contract from Alameda County on May 14, 2002.

 

Vision Alignment

This contract with Alameda County assures the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The contract contributes to this commitment by providing a local lower cost alternative to hospitalization at Napa State Hospital for adults with psychiatric problems related to organic brain injury.

 

Fiscal Impact

The term of this agreement is July 1, 2001, through June 30, 2002. The total obligation for this agreement is $325,168. The agreement for FY 2000-01 was for $348,210. Funding for this year has been included in the FY 2001-02 Mental Health Services budget. The net County cost of this agreement is $325,168.

 

We are requesting that the Director of Health Services be given signing authority to execute minor amendments and adjustments up to an aggregate of $25,000.
