Amendment to Child Care Coordinating Council Agreement

 

Recommendation

Adopt a resolution authorizing the President of the Board to amend an agreement with the Child Care Coordinating Council (4 C's).

 

Background

The current contract with the Child Care Coordinating Council provides for part-time/drop-in/flexible childcare referral and payment services for clients from Prenatal to Three Initiative (PTT), the Adolescent Family Life Program (AFLP) and Prenatal Advantage, Black Infant Health (BIH) programs. The term of the original contract is from July 1, 2001 through June 30, 2004 for services provided to PTT, and from July 1, 2001 through June 30, 2002 for services provided to AFLP and BIH.

 

Discussion

The amendment to the existing contract will accomplish two goals. The first is to augment the original maximum amount provided for AFLP for FY 2001-02 by $15,000. Unobligated Year 1 federal funds from the Federal Adolescent Family Life Project, in the amount of $15,000, were rolled over into Year 2 (FY 2001-02) which makes it possible to augment the original contract amount for AFLP to a maximum of $30,000 for FY 2001-02 on a one-time basis, from the original maximum of $15,000. Since childcare services are a vital contributing factor in the ability of teen parents to return to school, teen parents typically request up to the maximum amount allocated by the contract for childcare services. State funding allocated to these services is limited. By utilizing the unobligated funds from the Federal teen program to fund a one-time increase of $15,000, it will be possible to double the amount of subsidized childcare hours for eligible teen parents for this year only.

 

The second goal is to extend the term of the sections of the contract related to AFLP and BIH through June 30, 2004 in order to have those sections correspond with the overall term of the entire contract. Funding for FY 2002-03 and FY 2003-04 between AFLP and 4 C's will remain at $15,000 per year; funding between BIH and 4 C's for FY 2002-03 and FY 2003-04 will remain at $1,000 per year. Extending these portions of the contract will result in a $32,000 increase in the maximum amount of the contract.

 

Vision Alignment

The amendment with 4 C's keeps the commitments of providing equal access to educational opportunity, and sowing the seeds of our future prosperity and goal number 3: All children ages 0-5 years have access to childcare/early learning opportunities that contribute to their entering kindergarten ready to succeed. The amendment with the Child Care Coordinating Council contributes to this commitment and goal by providing childcare for the children of teen parents while the parents are in school.

 

Fiscal Impact

The total amount of the contract will increase by $47,000 to $754,097. $45,000 will be allocated for services provided to AFLP through FY 2003-04 and $2,000 for services provided to BIH through FY 2003-04. Since the additional $15,000 for childcare for AFLP clients for FY 2001-02 comes from unobligated federal funds, there is no net county cost for these additional services. In FY 2002-03 and FY 2003-04, funding for AFLP will return to $15,000 for each fiscal year, and for BIH will remain at $1,000 for each fiscal year; it is expected that State funding levels for these programs will remain the same through June 30, 2004. Therefore, there is no increase in net county cost for continuation of these services. The term of the original contract remains unchanged.
