SUBJECT:

Amendment to the 2001-02 Housing Opportunities for Persons with AIDS (HOPWA) Agreement with the San Francisco Redevelopment Agency (SFRA).

 

Recommendation

1.

Adopt a resolution authorizing the President of the Board to execute an amendment to the 2001-02 agreement with the San Francisco Redevelopment Agency (SFRA).

 

2.

Approve an Appropriation Transfer Request (ATR) in the amount of $81,860 in unanticipated revenue for the AIDS Program.

 

Background

The San Mateo County AIDS Program (AIDS Program) receives funding for the Housing Opportunities for Persons with AIDS (HOPWA) Act from the SFRA for the purpose of providing housing and related services to persons with HIV. On September 11, 2001, your Board approved Resolution No. 64745 authorizing an agreement with SFRA in the amount of $731,100 in HOPWA funds for the current one-year period 2001-02, which fund the above-mentioned services.

 

Discussion

The SFRA has awarded the AIDS Program an additional $81,860 as a one-time award. This augmentation will provide additional funds for housing and related services to be provided by the Mental Health Association of San Mateo County (MHA). MHA has been successfully providing housing services for people with HIV/AIDS in San Mateo County since 1994. Over the years, they have helped numerous clients maintain stable housing, enabling them to keep their medical appointments and adhere to increasingly complex medication regimens.

 

Although the AIDS Program was notified in December 2001 of this revenue augmentation, the actual contract amendment was not received until May 16, 2002, which explains the lateness in the fiscal year of the processing of this amendment.

Vision Alignment

The contract with SFRA allows the AIDS Program to keep the commitment of ensuring basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. It also keeps the commitment of offering a full range of housing choices and goal number 9: Housing exists for people at all income levels and for all generations of families. The contract contributes to these commitments and goals by providing an HIV Housing Assistance Program and improving the quality of life for those living with this disease.

 

Fiscal Impact

This amendment does not alter the term of the original agreement, which is July 1, 2001 through June 30, 2002. $731,100 of HOPWA funding was included in the approved 2001-02 AIDS Program budget. The $81,860 added by this amendment brings the total amount of the Agreement to $812,960. Expenditures and revenue for services provided under this agreement, including reimbursement for administration and monitoring of the contract being performed by existing AIDS Program staff, are covered by the HOPWA allocation; there is no net county cost.
