Recommendation |
Adopt a resolution ratifying the execution of an agreement with the State Department of Health Services (DHS). |
|
Background |
On September 11, 2001 your Board authorized the acceptance of grant funding from DHS for Medi-Cal/Healthy Families outreach and enrollment activities. This funding is used to support efforts of the Community Access Program to maximize health coverage for uninsured children and families in San Mateo County by building the capacity of community-based organizations to conduct outreach and enrollment activities within their communities. |

Discussion |
Execution of a contract with DHS is required as the last step in the process of funding outreach and enrollment activities. Hospital program staff executed the contract in order to expedite the flow of revenue to the County, but did not have the authority to do so. Hospital management discovered the situation recently when the signed contract was returned from DHS. Steps have been taken to improve contract-processing procedures. Your Board's ratification of the contract is required at this time to complete the contract process. |

The Community Access Program is being transferred to Health Services as of July 1, 2002. |
Vision Alignment |
This agreement with DHS keeps the commitment of ensuring basic health and safety for all and goal number 5: residents have access to health care and preventive care. The contract contributes to this commitment and goal by providing funding to conduct activities to enroll residents into health insurance programs. |

Fiscal Impact |
The contract term is July 1, 2001 through June 30, 2003. $230,000 was included in the FY 2001-02 approved budget for Hospital and Clinics. $230,000 will be included in the recommended budget (as a final budget change) for Health Services for FY 2002-03. There is no match required and no county cost for this contract. |
