First Amendment to the Agreement with Child Abuse Prevention Center (CAPC).

 

Recommendation

Adopt a resolution authorizing the execution of a first Amendment to the Agreement with Child Abuse Prevention Center (CAPC) to add $28,700 and extend the term to September 30, 2002 for a total Fiscal obligation of $301,272.

 

Background

For more than 10 years CAPC has provided Voluntary Case Aides (VCA), who provide valuable assistance to the children and families within our Children and Families Services Program. The Voluntary Case Aides provide child care for Fost-Adopt classes and for Parenting Education groups, transport children and families to service appointments, and supervise parents visiting their children

 

Discussion

CAPC has successfully implemented the Volunteer Case Aide Program for the Children and Family Services Division of the Human Services Agency for more than 10 years. In 2000-01 over 5,000 hours of voluntary services were provided by the Volunteer Case Aides to approximately 624 families.

 

Fifty new Volunteer Case Aides will be recruited and trained to continue to offer support to the Children and Family Services social workers in working with the children and families in the program. As the Volunteer Case Aide Program is invaluable and saves HSA funds by eliminating some overtime for social workers, it is planned to issue an RFP for these services for the next fiscal year 2002-03. It is requested that we extend the VCA service for an additional three months to allow the RFP process to be completed.

 

County Counsel has reviewed and approved this Amendment as to form.

 

Vision Alignment

The Amendment with Child Abuse Prevention keeps the commitment of: Ensuring basic health and safety for all and goal number 6: Children grow up healthy in safe and supportive homes and neighborhoods. This Amendment contributes to this commitment and goal since Child Abuse Prevention Center will be providing Volunteer Case Aides to provide supportive services to the Fost/Adoptive Program and the Child Protective Services Programs, to ensure that children are safe and healthy while accessing Child Welfare Services.

 

Performance Measures

The Volunteer Case Aide Program is judged on the number of volunteer hours provided. The goal has been to equal or exceed the equivalent hours of two full time social workers. If the social work staff provided these services the cost would be more than double the cost of the contract.

Fiscal Impact

The term of this Agreement is July 1, 2001 through September 30, 2002. The total obligation for the term of this Agreement is $301,272.

 

The amended portion of this Agreement is for $28,700 and will fund the three month extension of this Agreement for the Volunteer Case Aide Program. Of the $28,700, $20,090 is State Child Welfare Funding and $8,610 is Net County Cost.
