Second Amendment to the Agreements with Child Care Coordinating Council (CCCC) and the Professional Association for Childhood Education (PACE); and Authorizing the Human Services Agency Director to Execute Future Amendments for Fiscal Years 2002 through 2005.

 

Recommendation

Adopt a resolution authorizing:

 

1.

Execution of the Second Amendment to the Agreement with Child Care Coordinating Council (CCCC) for the purpose of adding $654,164 for fiscal year 2001/2002, making the total contract obligation $5,298,366; and

 

2.

Execution of the Second Amendment to the Agreement with Professional Association for Childhood Education for the purpose of adding $163,541 for fiscal year 2001/2002 making the total contract obligation $1,324,592; and

 

3.

The Director of Human Services Agency to execute future Amendments for fiscal years 2002 through 2005 for both the CCCC and PACE Agreements, for the purpose of adding yearly allocations from California Department of Education (CDE).

 

Background

Since 1997, the Human Services Agency (HSA), the Child Care Coordinating Council (CCCC), and the Professional Association for Childhood Education (PACE) have been acting as partners in the child care delivery system. HSA, CCCC and PACE are the only agencies authorized by the State to provide Stage 1, Stage 2, Stage 3 and CalWORKS child care services in the County of San Mateo. Please see attached letter from Dan Cross of the California Department of Education dated April 25, 2002.

 

HSA provides Stage 1 Child Care to clients who are participating in the CalWORKs program and are receiving cash aid. HSA subcontracts with CCCC and PACE to provide Stage 2 Child Care for eligible families in San Mateo County. Stage 2 Child Care is provided to clients who are employed, do not receive cash aid, and whose income is below the 75% State Median Income cap. The California Department of Education (CDE) funds Stage 2 Child Care services.

 

On July 25, 2000, the Board authorized the execution of Agreements with CCCC and PACE for the provision of Stage 2 Child Care for the period of July 1, 2000 through June 30, 2002. Funding from CDE for Stage 2 Child Care is allocated annually for each fiscal year. The original Agreement with CCCC was in the amount of $3,512,266 and the PACE Agreement was for $878,067.

 

On October 23, 2001, the Board adopted Resolution number 64862 authorizing the first Amendment to both the PACE and CCCC Stage 2 Agreements. The first Amendments added non-discrimination language to the contracts and increased the amounts by $1,131,936 for CCCC and $282,984 for PACE.

 

This second Amendment to the Agreements with CCCC and PACE distributes additional Stage 2 funds allocated by CDE to HSA for Fiscal Year 2001-2002 and extends the term of both Agreements to June 30, 2005. This Amendment also authorizes the Human Services Agency Director to execute future Amendments to the Agreements through fiscal year 2005 when funding is appropriated by CDE. The additional funding increases the Agreements by $654,164 for CCCC and $163,541 for PACE.

 

Discussion

In Fiscal Year 2001-2002 CCCC and PACE provided Stage 2 Child Care to eligible families of San Mateo County. These families are eligible to receive Stage 2 for up to 24 months, or as long as their income is at or below 75% of the State Median Income (SMI). For a family of three, the income at 75% SMI is $33,852. For Fiscal Years 2001/2002-2004/2005 CCCC and PACE will continue to provide Stage 2 Child Care to eligible families of San Mateo County. In February of 2002 CDE allocated to HSA additional funding for Stage 2. CDE allocates funding yearly for the provisions of Stage 2 Child Care.

 

County Counsel has approved both Amendments for CCCC and PACE as to form.

 

Performance Measures

In FY 2000-2001, the Human Services Agency, in collaboration with its child care service partners, developed new Performance Measures in the course of preparing its budget in the format prescribed by Outcome Based Management and Budgeting (OBM). These measures, which appear in the table below, are incorporated in the FY 2001-02 Adopted Budget. This performance information has not been previously collected. An effort was made to calculate the information for prior fiscal years; however, the quality of the data is not reliable. The County Manager's office has been advised that the Human Services Agency will work with service partners to develop protocol for collecting and reporting data. Baseline data is being collected and will be reported at the end of FY 2001-02.

Vision Alignment

The Agreement with CCCC and PACE keeps the commitment of Ensuring basic health and safety for all and goal number 6: Children grow up healthy in safe and supportive homes and neighborhoods. The Agreement with CCCC and PACE contributes to this commitment and goal by providing quality child care for low-income families.

 

Fiscal Impact

The total CDE allocation for fiscal year 2001/2002 is $2,232,625. Of this amount, 80% or $1,786,100 will be allocated to CCCC and 20% or $446,525 to PACE for the provision of child care services under this Amendment. The total Stage 2 obligation for both Agreements is $6,622,958.

 

These Agreements are 100% funded by CDE. There is no Net County Cost.
