SUBJECT:

Construction and Maintenance Agreement with the Peninsula Corridor Joint Powers Board (JPB) for Flood Control Improvements and the Replacement of the JPB's Colma Creek Railroad Bridge - South San Francisco Area

 

Recommendation

Adopt a resolution, acting as the Board of the San Mateo County Flood Control District, authorizing the President of the Board to execute a Construction and Maintenance (C&M) Agreement with the JPB on behalf of the San Mateo Flood Control District (District), which provides for:

 
 

a.

sharing the costs to reconstruct the railroad bridge over Colma Creek;

 
 

b.

constructing flood control facilities within the JPB right-of-way; and

 
 

c.

allocating operation and maintenance responsibilities for the constructed facilities.

 

Previous Board Action

Adopted a flood control program to increase the flood carrying capacity of Colma Creek from approximately "A" Street in Colma to the mouth of the Creek in South San Francisco.

 

Authorized an agreement with the JPB for the design of a new railroad bridge to cross a widened Colma Creek.

 

Key Facts

The proposed construction is part of the overall flood control program previously approved by your Board.

 

Discussion

The JPB has awarded a contract to HCC/S&W Constructors, a joint venture, for the construction of railroad related work along its peninsula corridor in order to provide cost efficient construction and track management. The work includes the reconstruction of a deteriorating railroad bridge over Colma Creek while keeping the tracks in service. The new bridge will span a widened channel section designed to accommodate the District's adopted flood flows.

 

The proposed agreement provides for this work and the sharing of costs. Cost sharing for the new bridge is based on the District and JPB sharing equally for replacing the existing structure while costs for upgrades to the bridge and the channel are 100% the responsibility of the respective owner agencies. Maintenance responsibilities for the completed bridge and channel will be that of the JPB and District respectively. The railroad bridgework is tentatively scheduled to begin in the spring of 2003.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment of "responsive, effective and collaborative government," and Goal Number 22, "County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County" as the project provides enhancements to the JPB's "Caltrain" public transportation program and contributes to the San Mateo County Flood Control District's objective of improving the flood control capability of Colma Creek for the benefit of the property owners within the Colma Creek Watershed.

 

Fiscal Impact

The estimated total for construction, management and ancillary costs of the Project is $4,006,400. The District will finance approximately fifty-two percent (52%) of the cost ($2,070,350) with the JPB financing approximately forty-eight percent (48%) of the costs ($1,936,050) based on the methodology explained in the Discussion section of this report.

 

There is no impact to the General Fund.

 

A form of resolution and agreement has been approved by County Counsel and the JPB Board is concurrently considering the proposed agreement.

 

Other Flood Control Projects

Concurrently, flood control improvements for Colma Creek have been designed for the channel between Spruce and San Mateo Avenues, and the design took into consideration the railroad bridgework as described above. A separate report will be presented to your Board for advertising the channel work which is tentatively programmed for this fall, in order that the work can begin in the spring of 2003 and be coordinated with the JPB's project.
