Amendment No. 1 to the Agreement with Turbo Data Systems, Inc., Extending the Term to June 30, 2005.

 

Recommendation

    Adopt a Resolution authorizing the President of the Board of Supervisors to exercise the County's renewal option and execute Amendment No. 1 to the existing Agreement with Turbo Data Systems, Inc. for citation processing and adjudication of County agency-issued parking citations, extending the term of the contract by three years to June 30, 2005.

 

Background

In mid-1998, the San Mateo County Superior Courts advised all agencies that, pursuant to new legislation, the Courts would no longer be involved in parking citation processing. All San Mateo County Cities began preparing for joint assumption of the citation processing and appeals hearing responsibility. A subcommittee composed of police and finance representatives from the cities of Daly City, San Mateo and Belmont was formed to develop and administer a Request for Proposals (RFP) process for the selection of a citation processing vendor. The subcommittee received 14 responses out of the 19 RFP's that were sent to potential vendors. After detailed evaluation and site visits, it was determined that Turbo Data Systems, Inc. would best be able to meet the needs of all agencies within the County. Subsequently, each citation-issuing agency within the County executed agreements with Turbo Data Systems for parking citation processing within San Mateo County.

On May 4, 1999, the County entered into a two-year Agreement [Resolution No. 62768] with Turbo Data Systems, Inc., for processing of parking citations and administrative adjudication of appeals. The Agreement expires June 30, 2002, however, it contains a provision for extension of the term for an additional three years at the County's option.

 

Discussion

Turbo Data's performance under the existing agreement has been satisfactory. The Sheriff's Office issues approximately 15,000 citations per year, and receives over $200,000 per year from citation processing revenues. Citations appear to be processed accurately and on a timely basis by Turbo Data. Generally, requests for administrative review of citations issued by the department involve the circumstances of issuance of an individual citation; we have had only a few complaints about the processing of citations, and Turbo Data has addressed these promptly. Turbo Data's services compare favorably with those of other providers in other jurisdictions. Therefore, the department wishes to exercise the option to extend the existing Agreement with Turbo Data Systems for an additional three-year period. It is our understanding that other jurisdictions in the County will also be extending their contract terms. The proposed Amendment will extend the term an additional 36 months, resulting in a new expiration date of June 30, 2005.

The proposed Amendment has been reviewed and approved by County Counsel.

The Amendment contributes to this commitment and goal by providing a uniform process for appeals, inquiries and payment of citations throughout the County for the convenience of the public.

 

Fiscal Impact

The proposed Amendment will extend the term of the contract an additional 36 months resulting in a new expiration date of June 30, 2005. Annual net revenue for citations issued by Sheriff's personnel or other affiliate agencies (after deductions for statutory assessments and vendor fees) is estimated at approximately $200,000 annually. This revenue is included in the Recommended FY 2002-03 Budget. The existing Citation Bail Schedule is also due for periodic cost analysis & updating, and an amendment to the Bail Schedule will be brought to your Board under separate cover when that review has been completed
