Acceptance of a Donation from the San Mateo County Parks and Recreation Foundation in the Amount of $146,300 for Projects, Programs and Services at Various Park Facilities

 

Recommendations

1.

Adopt a resolution accepting a donation of $146,300 from the San Mateo County Parks and Recreation Foundation for Coyote Point Park for landscaping improvements along the Bay Trail; Crystal Springs Trail for a new Ranger Station; Edgewood Park and Preserve for environmental education and service learning project; Sanchez Adobe for seismic upgrade and roof repairs; Wunderlich Park for a memorial bench; various parks for recycling containers; Earth Day Fair for outreach and event activities; and Trails Advisory Committee for a Global Positioning Systems device.

Approve an Appropriation Transfer Request in the amount of $1,000 for Coyote Point Park landscaping; $55,000 for Crystal Springs Trail Ranger Station; $23,000 for environmental education program at Edgewood Park and Preserve; $44,500 for Sanchez Adobe Roof Repair and Seismic Upgrade; $3,200 for Wunderlich Park memorial bench; $16,000 at various parks for recycling containers; $3,100 for 2002 Earth Day event; and $500 (in kind) for a GPS device for use by the Trails Advisory Committee.

Authorize the Director of Environmental Services to execute any agreements or other documents related to the donation and subject projects

 

Background

County policy requires gifts (other than real property) of a value over $2,500 or gifts that have significant conditions or stipulations to be acknowledged in writing by the division head and referred to the Board of Supervisors for acceptance or rejection.

 

In 1998 the San Mateo County Board of Supervisors approved the formation of the San Mateo County Parks and Recreation Foundation. The purpose of the Foundation is to support the work of the County Parks Division in a variety of ways, including raising funds for capital projects. The agreement between the Foundation and the County calls for such funds to be turned over to County Parks Division for use for designated capital projects or programs.

 

Since its inception the Foundation has raised or received pledges for almost $1 million in funds for various park improvements. An annual work program is developed jointly between the Foundation and the Parks' Division that identifies priority projects. Once funding for specific projects is complete, the Foundation conveys funding to the County for acceptance by the Board of Supervisors.

 

Discussion

The San Mateo County Parks and Recreation Foundation has proposed to fund the following projects:

Coyote Point Park

$1,000

Landscaping improvements along the Bay Trail; funding received from the Bay Area Paddlefest, an annual kayaking fair, held at the park

     

Crystal Springs Trail Ranger Station

$55,000

Purchase of a prefabricated module to serve as ranger station on Crystal Springs Trail. Currently staff is located off-site. Installation of this facility will increase the time the staff is on the trail and reduce travel time. Funding from Target ($5,000) $27,395 from the Chronicle's Tour de Peninsula and remainder from unrestricted funds from the Foundation

     

Edgewood Park & Preserve

$23,000

Granted from the National Restoration Trust/National Fish and Wildlife Foundation, this project funds an environmental education and service learning project. Matching in-kind funds to meet grant requirements are provided by Acterra, Carlmont High School and the Parks Division

     

Sanchez Adobe Historic Site

$44,500

Matching funds to meet a state grant application and County Capital Improvement Funds to provide seismic upgrade and roof repairs at the Adobe; funds provided by the Parks Foundation

     

Wunderlich Park

$3,200

Memorial bench; funding provided by Family of Connie Brothers

     

Various

$16,000

Matching funds for a California Department of Conservation for replacement of and additional recycling containers at various parks, includes multi-lingual signs; funding provided by the Parks Foundation

     

Earth Day Fair

$3,100

Funds used to support outreach and event activities for "Earth Day Embraces All Cultures" fair held at Flood Park on April 20; funding from Parks Foundation and Supervisor Nevin and Duckey's Car Wash

     

Trail Advisory Committee

$500

In-kind gift of a Global Positioning System (GPS) device for use by the Trails' Advisory Committee to aid in laying out new trails and up-dating information on existing ones from Bob Emert.

 

Vision Alignment

This generous donation from the San Mateo County Parks and Recreation Foundation keeps the commitment stated in Goal 14: Natural resources are preserved and enhanced through environmental stewardship and Number 15: residents have access to green space, such as parks and recreational opportunities.
