RESOLUTION APPROVING AGREEMENT FOR PARTICIPATION
IN THE STATE-COUNTY PROPERTY TAX ADMINISTRATION PROGRAM
FOR FISCAL YEAR 2001-02

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, in June 1996, the Board of Supervisors approved the County's first agreement to participate in the State-County Property Tax Administration Program for fiscal years 1995-96 through 1997-98; and in May 1999 the Board of Supervisors approved the County's second agreement to participate in said program for fiscal years 1998-99 through 2000-01; and

 

WHEREAS, the County's participation in this program has contributed to the enrollment of over $10 billion in assessments and an increased collection of over $100 million in property taxes during this time period; and

 

WHEREAS, through this program, the Assessor-County Clerk-Recorder also substantially reduced assessment backlogs and completed the majority of pending assessment appeals, and successfully resolved on-going litigation with airlines and other major county taxpayers; and

 

WHEREAS, Assembly Bill 1036 (chapter 602 of the 2000 statutes) amended Section 95.31 of the Revenue and Taxation Code, extending the State-County Property Tax Administration Program for an additional year; and

 

WHEREAS, the San Mateo County Assessor has recommended that the Board of Supervisors approve the new agreement for the County's continued participation in the State-County Property Tax Administration Program for fiscal year 2001-02; and

 

WHEREAS, participation in the State-County Property Tax Administration Program for fiscal year 2001-02 will entitle the County to borrow $2,220,001, which funds will allow the County to further enhance its property tax administration services; and

 

WHEREAS, the terms of agreement provide that the State will forgive repayment of the loan obligation in the event the Assessor achieves designated performance criteria during FY 2002-03; and;

 

WHEREAS, the Board of Supervisors has been presented with a form of the agreement and has examined and approved it as to both form and content and desires to enter therein;

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors is authorized and directed to execute said agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest his signature hereto.
