Amendment to Animal Control Agreements with the 20 Cities of the County for Provision of Animal Control Services

 

Recommendation

Adopt a resolution authorizing the execution of an amendment to the agreements with the Cities of Atherton, Belmont, Brisbane, Burlingame, Colma, Daly City, East Palo Alto, Foster City, Half Moon Bay, Hillsborough, Menlo Park, Millbrae, Pacifica, Portola Valley, Redwood City, San Bruno, San Carlos, San Mateo, South San Francisco and Woodside changing the method of allocating Animal Control costs.

 

Background

On July 1, 2000, the County entered into a three-year agreement with the 20 cities of the County for the provision of Animal Control Services. The County in turn entered into a three-year agreement with the Peninsula Humane Society for the provision of such services. For the first two years of the contract, Animal Control costs were allocated amongst the cities using a formula based on population and assessed value of property, with the County assuming 30% of all costs. Following the completion of a detailed study of Animal Control Services, the parties to the agreement wish to change the method of allocating costs.

 

Discussion

The amendment to the agreements provides for a shift in cost allocation methods for the FY 2002-03, the final year of the current contract. Under the new method, costs will be allocated to all parties based on levels of service. The percentages dividing costs amongst the parties have been derived from an activity based costing study done by external consultants and completed in FY 2001-02. All other details of the agreements with the cities as well as the agreement with the Peninsula Humane Society remain unchanged.

The amendment to the agreements has been reviewed by County Counsel.

 

Vision Alignment

The amendment to the agreements with the 20 cities for the provision of Animal Control Services keeps the commitment of creating responsible, effective and collaborative government, and goal number 20: County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County. The agreement contributes to this commitment and goal by providing a collaborative solution to a need that is beneficial to all parties.

 

Fiscal Impact

The revised method of cost allocation will result in a savings of approximately $1,050,000 to the County. The revised figures have been included in the FY 2002-03 Recommended Budget.
