Amendment to the Agreement with Aurea Joyce Miranda, dba Duane Manor

   
 

Recommendation

    Adopt a resolution authorizing the President of the Board

    1. to execute an Amendment to the Agreement with Aurea Joyce Miranda, dba Duane Manor, to change the name of the facility to Redwood Care and to increase the number of contracted beds;

    2. to delegate signing authority to the Health Services Director to execute amendments and minor modifications up to an aggregate of $25,000; and

    3. to authorize the Health Director to negotiate yearly rate increases after the first year

 

Background

Since December 17, 1985, your Board has authorized contracts with residential facilities to serve mentally ill clients. Residential and supportive services are in the "any qualified provider" category of the Division's policy for contracted services. This category includes providers of scarce, specialized residential services for which the Mental Health Services Division will entertain all proposals on an ongoing basis. The Division evaluates these proposals based on quality and cost factors.

 

Duane Manor is licensed by the state for eighteen beds and San Mateo Mental Health Services has contracted for six beds since 1998 to provide board and care for mentally ill adults. Duane Manor has been a successful provider of residential care services to San Mateo client for the past four years.

 

Discussion

This amendment addresses two changes in this agreement: 1) the name of the facility has changed from Duane Manor to Redwood Care, and 2) the number of beds available for Mental Health Services Division clients has increased from a maximum of six beds to a maximum of ten beds. The funds for these beds are available as the result of a reduction of beds at other facilities. The term of the contract remains July 1, 2001, through June 30, 2004.

 

Vision Alignment

This amendment to the agreement with Duane Manor, now known as Redwood Care, keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The amended agreement contributes to this commitment by providing board and care for vulnerable clients who are mentally ill.

 

Fiscal Impact

The proposed amendment increases the agreement by $45,402 for a new maximum amount of $114,255 for the term of the agreement. For the total contract, realignment revenue will cover 82% or $93,689 of the cost. The remaining $20,566 represents the net County cost and the maintenance of effort for realignment (16.5%) and required match for the Mentally Ill Offender Crime Reduction (MIOCR) Grant (1.5%). The contractor will be paid on a fee-for-service basis for the actual number of beds used.

 

For FY 2001-02, $36,975 has been included in the Mental Health Services Division approved budget for these services. For FY 2002-03 and FY 2003-04, $38,055 and $39,225, respectively, have been included in the recommended budget subject to availability of County funding.

 

We request that the Director of Health Services be given signing authority to execute amendments and minor modifications up to an aggregate of $25,000.

 

We further request that the Director of Health Services be authorized to negotiate yearly rate increases after the first year. In no event shall the maximum compensation for the agreement be exceeded.
