Cape Sealing of Various Roads in the Skyline Area - (Project No. R8T00 - F36 [212A])

   
 

Recommendation

Adopt a resolution adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for the Cape Sealing of a portion of Bear Gulch Road west of Skyline Boulevard, Native Sons of the Golden West Park Road, Star Hill Road, and Morse Lane.

 

Key Facts

The proposed cape seal project is part of our overall pavement management program to maintain and improve the quality of these roads and work toward meeting the Department's outcome based management performance measures.

 

Discussion

The proposed project, totaling approximately 8.4 miles in length, consists of the repair of failed pavement areas and the cape sealing of the roadways. A cape seal is a chip seal - an application of asphaltic emulsion (road oil), immediately followed by an application of small rocks called chips to the roadway surface - followed by a slurry seal (a mixture of asphaltic emulsion and sand sized aggregate). We used this combination of the chip seal and slurry seal on roads in the Skyline area last year after residents complained that the chip seal alone provided too rough of a surface; and the residents were satisfied with this double application. The roads to be cape sealed as described above are shown on the attached maps.

 

This project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7, "maintain and enhance public safety of all residents and visitors," as it will improve the condition of the roads' surface for the benefit of the public.

 

Fiscal Impact

The estimated cost of construction is $275,000, which is proposed to be financed with Road Funds that have been budgeted for this work. There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
