SUBJECT:

Seismic Retrofit of the 5th Floor of the San Mateo County Hall of Justice and Records, Redwood City (P2201)

 

Recommendation

Adopt a resolution adopting Plans and Specifications, determining prevailing wage scales and calling for sealed proposals for the Seismic Retrofit of the 5th Floor of the San Mateo County Hall of Justice and Records.

 

Previous Board Action

Adopted similar plans and specifications for the seismic retrofit work on the 3rd, 4th, 6th, 7th and 8th floors of the Hall of Justice and Records.

 

Key Facts

1.

The seismic retrofit of the 5th floor is an integral part of the overall plan to improve the building's resistance to earthquake loads.

The work has been coordinated with the Probation Department, as the offices on the 5th floor will be temporarily vacated during the retrofit work.

 

Discussion

The proposed work is similar to the previously completed seismic upgrade work on the other floors and includes the abatement of asbestos fireproofing and lead paint in the project area, the retrofitting of the connections between the building and the exterior concrete panels and the installation of structural bracings to improve the building's ability to withstand earthquake forces.

 

The work will be conducted after normal business hours and the contractor's employees will be required to obtain photo identification prior to doing any work in the Hall of Justice.

 

The work is anticipated to take approximately six months once fabrication of the steel bracing material is completed off-site.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as the seismic retrofit will improve the building's resistance to earthquake loads.

 

Fiscal Impact

The estimated cost of the work is $995,000 and funds are available in the Capital Projects Budget.

 

A form of resolution has been approved by County Counsel.
