SUBJECT:

Acceptance of a Donation for the Sheriff's Office Drug Abuse Resistance Education (D.A.R.E.) Program.
 

Recommendation

Adopt a Resolution authorizing acceptance of a donation from Danger, Inc., of a new Sparrow electric personal transporter, made by Corbin Motors, with a total value including tax, fees and delivery of approximately $14,900.

 

Background & Discussion

The DARE Program is a national drug and substance-abuse prevention education program offered at most schools across the United States. It is taught at the elementary school level focussing on fifth grade students. San Mateo County Sheriff's School Resource Officers perform DARE instruction at about 12 elementary schools across the unincorporated area as part of their assigned duties. The donated vehicle will be painted and stenciled with DARE logos, and used in various school functions and community activities attended by Sheriff's personnel. Because the Sparrow vehicle is an energy-efficient, non-polluting vehicle that reduces the use of non-renewable resources, this will also provide an opportunity to work positive environmental themes and community service into the curricula. The vehicle can also be made available to other organizations which may wish to utilize it for educational purposes. The Sparrow is small and requires only periodic recharging and occasional maintenance. It can be securely stored and recharged in the Sheriff's sally port or other storage area.

Danger, Inc. is a privately held San Mateo County company founded by wireless network technologists and supported by leading venture capital firms and corporate investors. Danger's primary customers are wireless service operators seeking to take advantage of next-generation network capability, while not having to recreate an expensive network infrastructure in-house.

 

Vision Alignment

Acceptance of this donation supports Vision commitments numbers 6 - Children grow up healthy in safe and supportive homes and neighborhoods; commitment number 10 - Public transportation choices that are convenient, affordable, accessible and safe; commitment number 14 - Important natural resources are preserved and enhanced through environmental stewardship; and commitment number 23 - Leaders throughout the County provide the impetus for broader regional solutions in land use, housing, childcare, education, health and transportation. This donation supports these goals by projecting positive environmental themes, community service and educating youth on the importance of drug and substance-abuse prevention.

 

Fiscal Impact

There is a minimal fiscal impact resulting from this action. A small additional cost in electricity (about 6 hours charging time for a 110-volt battery system) would be incurred about twice per week. However, the vehicle can be recharged from different locations, such as a school or leased site, so recharging costs would not always be incurred at a County-owned site. The batteries have up to a four-year lifespan. Corbin Motors will provide maintenance service at a low cost, since use of the Sparrow by the DARE program provides positive publicity for the vehicle and for energy-conservation technology.
