Recommendation |
Adopt a resolution authorizing the President of the Board to amend the agreement with Bruce-Badilla Board and Care Home for the provision of residential care services for dually diagnosed male clients. |

Background |
Bruce-Badilla Board and Care Home agreement was approved by your Board in May 2002, for the provision of Board and Care Services for dual diagnosed clients. The services provided by Bruce-Badilla Board and Care Home include supervised housing, treatment and rehabilitation services that assist dually-diagnosed clients to manage and recover from mental illness and substance abuse problems. |

Discussion |
The agreement incorrectly included a description of services (Schedule A) and a schedule of payments (Schedule B) for provision of residential board and care services, rather than residential dual-diagnosed services. This amendment replaces those schedules with the correct description of services and schedule of payments. The term of this agreement remains as July 1, 2002 through June 30, 2005. The amendment has been reviewed and approved by Risk Management and County Counsel. |

Vision Alignment |
This agreement with Bruce-Badilla Board and Care Home keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The agreement contributes to this commitment by providing residential, rehabilitation and support services for dually diagnosed male clients. |

Fiscal Impact |
The contract maximum remains at $207,918, which covers the three-year term and will be sufficient to pay 3% annual increases in FY 2003-04 and FY 2004-05, if budgeted. The amount of $67,268 has been included in the Mental Health Services budget for FY 2002-03. Sales tax through realignment will cover 85.5% or $57,514 of the cost. The remaining $9,754 is the net County cost, which consists of maintenance of effort requirement for realignment. A similar arrangement will be in place for FY 2003-04 and FY 2004-05. |
