Department of Public Works

DATE:

BOARD MEETING DATE:

July 9, 2002

TO:

Honorable Board of Supervisors

FROM:

Neil R. Cullen , Director of Public Works

SUBJECT:

No Left Turn - Westbound Edgewood Road at Cordilleras Road (West) - Redwood City Area

Recommendation

Adopt an Ordinance prohibiting left turn movements from westbound Edgewood Road onto Cordilleras Road (West).

Previous Board Action

Directed staff to:

*

design a traffic signal at the westerly intersection of Edgewood Road and Cordilleras Road (west) without a separate left turn lane on Edgewood Road; and

*

develop and present to your Board an ordinance that prohibits left turn movements from Edgewood Road onto Cordilleras Road at this intersection.

Key Facts

1.

Plans for the signal system are currently being developed and we anticipate coming to your Board with a proposed resolution calling for bids in the fall of this year.

2.

We have developed a form of ordinance which, if adopted by your Board, will prohibit left turns off of Edgewood Road onto Cordilleras Road at this intersection.

Discussion

Our previous staff report discussed the reasons that prohibiting left turns at this intersection is recommended. We continue to believe that the prohibition of the left-turn movement onto Cordilleras Road from Edgewood Road will inconvenience the least amount of motorists and continue to provide for the smooth flow of traffic, including cyclists, on this east/west corridor to Interstate 280 and Canada Road.

We will install advisory signs indicating when no left turns off of Edgewood Road at the westerly intersection with Cordilleras Road will go into affect, and place a sign near the easterly intersection of Cordilleras Road and Edgewood Road advising motorists that this intersection provides access to the Emerald Hills area.

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as no left turns will improve safety for motorists approaching the intersection of Edgewood Road and Cordilleras Road.

Fiscal Impact

The estimated cost of the no left turn signage is estimated to be $800, and is proposed to be financed with Road Funds. There is no impact to the General Fund

A form of ordinance has been approved by County Counsel.
