SUBJECT:

Resurfacing of Various Streets in Belle Haven, Dumbarton, North Fair Oaks, and Ladera Areas (County Project No. R8P00 - F36 [305B])

 

Recommendation

Adopt resolutions:

   

1.

Authorizing the President of the Board to execute an agreement with the City of Redwood City (City), which provides that the County will resurface the City's portion of Flynn Avenue and Middlefield Road in conjunction with the County's resurfacing Project, and that the City will reimburse the County for the costs incurred on the City's behalf.

   

2.

Awarding and authorizing execution of a contract for the resurfacing of various roads within the Belle Haven, Dumbarton, North Fair Oaks, and Ladera Areas.

 

Previous Board Action

1.

Authorized the Director of Public Works to execute agreements with cities, utility companies and special districts for work less than $50,000 proposed to be done in conjunction with County road projects.

 

2.

Authorized the President of the Board to execute a Program Agreement between San Mateo County and the City/County Association of Governments (C/CAG) which provides for the partial cost reimbursement for the resurfacing of Haven Avenue and La Mesa Drive from the "Program for Repair/Maintenance of Streets Utilized by Transit Vehicles" (Repair Program).

   

3.

Adopted Resolution No. 65321 on June 4, 2002, adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

 

Discussion

On June 25, 2002, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

at $796,033.50 was the lowest bid received. The Engineer's estimate was $1,071,000. A summary of the bids received is as follows:

We have reviewed the contract documents and have determined that the affirmative action program of Interstate Grading and Paving, Inc. is in accordance with the current Affirmative Action Guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7 "maintain and enhance the public safety of all residents and visitors," as it will improve the condition of the road surfaces for the benefit of the public.

 

Fiscal Impact

The total estimated cost of construction and contingencies is $875,000, which includes a ten percent (10%) contingency as the work is bid on a unit price basis (i.e., ton of asphalt placed, square yard of pavement fabric, etc.). The contingency is used to pay the contractor for any additional material placed as the actual tonnage used depends on the unit weight of the asphalt and the tolerances for the actual thickness of the pavement placed.

 

Road Funds appropriated in the 2001-02 fiscal year are proposed to initially finance the project. We estimate that the Road Fund will be reimbursed from the following sources for work done in conjunction with this project or from C/CAG's Repair Program once the project is completed:

Reimbursement for the cost of doing work for the Pacific Bell Company, the Fair Oaks Sewer Maintenance District, and the West Bay Sanitary District will be covered by an agreement executed by the Director as authorized by your Board.

 

There is no impact to the General Fund.

 

Forms of resolutions and an agreement have been approved by County Counsel and the City has executed the Agreement.
