Annexation of Territory to the Emerald Lake Heights Sewer Maintenance District - Lands of Blackmore - Redwood City Area

   
 

Recommendation

Adopt a Resolution of Intention setting a time and place for a public hearing to consider the proposed annexation of the Lands of Blackmore to the Emerald Lake Heights Sewer Maintenance District (District).

 

Previous Board Action

Entered into an agreement with the City of Redwood City which provides for the provision of sewer service by the District for properties within the corporate limits of Redwood City, but adjacent to District-owned and operated facilities.

 

Key Facts

1.

The Redwood City/District agreement requires properties within the City that are proposed to be served by the District to be annexed to the District.

 

2.

The Redwood City/District Agreement also requires the City to approve annexations into the District. The City of Redwood City has consented to the proposed annexation.

 

3.

A public hearing to consider an annexation to the District is required pursuant to Section 4860 et seq. of the Health and Safety code.

 

Discussion

John M. Blackmore and Sheila Amoroso, current owners of the property within Redwood City at 620 East View Way and identified by Assessor's Parcel Number 068-132-110, have requested that their property be annexed to the District for the purpose of receiving sewer service.

 

Staff has determined that the property can be serviced through the facilities of the District and the City of Redwood City has agreed to provide the necessary sewer treatment capacity for the property, as the property is located within the City's corporate limits.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Vision Commitments to "ensure basic health and safety for all" and to be a "responsive, effective and collaborative government;" and Goal Number 7, "maintain and enhance the public safety for all residents and visitors," as proceeding with the annexation hearing can result in providing effective sanitary sewer service to a parcel in a suburban area, which would otherwise use an "on site" methods to handle wastewater and which could have an impact on neighboring residents.

 

Fiscal Impact

The property owner has paid or will pay all required fees for the parcel as follows:

The property owner will be subject to the annual sewer service charge levied by the District (currently $256 per year).

 

There is no impact on the County General Fund.

 

A form of resolution has been approved by County Counsel.
