Recommendation |
Adopt a Resolution authorizing the Sheriff's Office to apply for the 2002 Local Law Enforcement Block grant funds and allow the County Manager to enter into a written contract with the Department of Justice in the amount of $16,855. |

Background |
Beginning in FY 1996/97, Congress has annually approved the Local Law Enforcement Block Grant Program (LLEBG). This program entitles each selected criminal justice agency to a specified amount of funding, to be used for various categories of equipment or services. Award amounts vary year-to-year by agency, based on the LLEBG formula. This year San Mateo County's award is $16,855 with a local hard match requirement of $1,873. Two mandatory hearings must be held before completing the LLEBG application and requesting the draw down of funds; a Public Hearing is scheduled for July 9, 2002 before the Board of Supervisors and the Advisory Board hearing is scheduled for July 24, 2002. |

Discussion |
The Department of Justice LLEBG Program provides grant funds directly to local law enforcement agencies. The agencies can use these funds in any of seven broad-based purpose areas. However, funds cannot be used to purchase, lease, rent or acquire vehicles or Bulletproof Vests. Further, funding must be used to increase the amount of funds that would be available otherwise from State and local sources (the "non-supplantation" requirement).
For FY 2002/03, the Sheriff's Office has been awarded $16,855 which we have identified in our budget for the purchase of patrol vehicle consoles. Consoles will house radio, emergency equipment, electronic devices as well as provide a platform for laptops and mounted displays. |
