Sublease Agreement with the City of Belmont for a Public Safety Communication Facility at the Buckland Water Tank Site (Lease No. 1248)

 

Recommendation
Adopt a Resolution authorizing the President of the Board of Supervisors to execute a Sublease Agreement with the City of Belmont for the operation of a Public Safety Communication Facility at the Buckland Water Tank Site.

 

Background
The Emergency Services Council Joint Powers Authority (ESA/JPA) has used the Buckland radio site for many years. The site is used to improve coverage for the JPA channels in the areas of Belmont and the San Carlos Hills. Recently, the Belmont Water District decided that all Public Safety agencies were going to be charged for the use of this facility. The Belmont Police Department has taken the lead on arranging and preparing the agreements for the agencies. The costs will be shared by the various agencies using this site.

 

Discussion
A Sublease Agreement has been negotiated with the City of Belmont for an initial term of 5 years with successive 5 year renewals. The initial monthly rent is $150.00 payable annually in advance with annual rental adjustments based on the Consumer Price Index.. Either party has the right to terminate the agreement upon thirty (30) days notice.

County Counsel has reviewed and approved the agreement and resolution as to form. The Chief Information Officer of Information Services concurs in this recommendation.

 

Vision Alignment
The lease agreement keeps the commitment of responsive, effective and collaborative government and goal number 22: County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County. The agreement contributes to this commitment and goal since it establishes a working agreement with benefits to both the County of San Mateo and the City of Belmont while furthering public safety.

Fiscal Impact

In January 1999 the JPA approved funding for the project with each individual agency formally committing to its share at the JPA 1999 meeting. This site is included in the overall project costs.
