RESOLUTION AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE AGREEMENT BETWEEN THE COUNTY OF SAN MATEO AND THE CITY OF PACIFICA TO PROVIDE FUNDING ASSISTANCE FOR THE REHABILITATION OF THE SENIOR CENTER

 

Recommendation

Adopt a Resolution authorizing the execution of an amendment to the agreement with the City of Pacifica, which will provide an additional $75,000 toward the rehabilitation of the Pacifica Senior Center.

 

Background

On December 18, 2001 the Board of Supervisors approved an agreement with the City of Pacifica to provide Community Development Block Grant (CDBG) funds to assist with the replacement of the roof system at the Pacifica Senior Center. The agreement provided for the County to contribute up to 50% of the cost, not to exceed $105,000.

 

Discussion

The City applied for additional funds from FY 2002-03 CDBG funding to assist with replacement of the heating system and other miscellaneous repairs to the Senior Center. On May 7, 2002, the Board of Supervisors approved the Annual Action Plan for FY 2002-03 CDBG funding which included funding for this project. Because any heating system replacement would impact the roof system, it was decided to amend the existing agreement to add the additional funding and scope of work so that the work could be done as a single activity. Again the County will contribute up to 50% of the project cost not to exceed a total of $180,000. The term of the agreement remains the same, ending November 30, 2002. The amendment has been approved by the County Counsel's office as to form, and meets HUD regulations. Risk Management has reviewed and approved the City's insurance coverage.

 

Vision Alignment

This action keeps the commitment to: Ensure basic health and safety for all and goal number 8: Help vulnerable people -- the aged, disabled, mentally ill, at-risk youth, and others - achieve a better quality of life. The action contributes to this commitment and goal by improving a public facility providing significant services for seniors in the Pacifica area.

 

Fiscal Impact

The total County obligation under this agreement, as amended, is $180,000 or 50% of the total construction cost , whichever is less, which is being provided by the CDBG Program. There are no General Funds used in this project.
