FROM:

Neil R. Cullen, Director of Public Works

SUBJECT:

Proposed Disabled Parking Zone - Montara

Recommendation

Adopt an Ordinance establishing a disabled parking zone on Farallone Avenue, County Road No. 1149.

Previous Board Action

Established a policy for establishing disabled parking zones on County roadways for disabled drivers who do not have available usable off-street parking.

Key Facts

The proposed disabled parking zone meets the policy criteria established by your Board.

Discussion

The parent of Alessandro Hnatt has requested that a disabled parking zone be established opposite her residence at 320 Farallone Avenue. Alassandro has a valid State disabled parking placard and there is limited access in the driveway area due to limiting widths and grades required to load and unload his powered wheelchair. The installation of a Disabled Parking Zone would be helpful in allowing Alessandro to enter and exit his vehicle as he needs a level area to negotiate his chair. The designated disabled parking zone would be across the street from the Hnatt residence fronting a vacant lot as this is the nearest location in the vicinity that affords a level area to load and unload the chair.

Our site visit confirmed that this request meets the following criteria set by your Board for disabled parking zones:

1.

The proposed zone will not compromise the safety of the public at large.

2.

There is no available area off of the public street that can be used for disabled parking.

3.

The applicant for a disabled parking area must possess a valid State disabled persons placard or license.

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as this disabled parking zone will facilitate safe access to the Hnatt residence by Alessandro Hnatt.

Fiscal Impact

The estimated cost of signing and painting the disabled parking zone is estimated at $500, and is proposed to be financed with Road Funds. There is no impact to the General Fund.

A form of ordinance authorizing the installation of the limited parking zone at this location has been approved by County Counsel.
