Resolution Authorizing the Discontinuation of the Employee East Bay Shuttle Service; Transition of the Vanpool Program to Private Operation; and Extension of Transit Subsidies to Vanpool Riders

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the Measure A, Half Cent Sales Tax Program provides funding to implement programs that encourage employees to not commute to work in single occupant vehicles; and

 

WHEREAS, this Board approved of a transit pass subsidy program to encourage its employees to use public transit; and

 

WHEREAS, this Board has a "trial" East Bay shuttle program to encourage more of its employees not to drive to work; and

 

WHEREAS, it has been determined that the shuttle program is not cost-effective to operate; and

 

WHEREAS, this Board approved a vanpool program for its employees who are unable to take advantage of existing transit services; and

 

WHEREAS, this Board has determined that it would be more cost-effective to transition this program to private operation; and

 

WHEREAS, this Board currently offers a $75 per month subsidy for transit riders and has determined that this subsidy should be extended to vanpool riders.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

 

1.

The East Bay employee shuttle service will be discontinued effective August 30, 2002.

 

2.

The current vanpool program operated by the County for its employees will be transitioned to privately operated vanpools, and the transition will be completed by June 30, 2003.

 

3.

The transit pass subsidies of $75 per month per employee for use in commuting to and from the location of the County job will be extended to vanpool passengers that participate in privately operated vanpools that meet the Federal definition to qualify as a tax-free fringe benefit, effective August 1, 2002.
