Recommendation

Honor Mina Lim as Employee of the Month for August 2002 and authorize the President of the Board to sign the commendation.

 

Background

The Employee of the Month program was established in December 1984 to recognize and honor County employees who consistently demonstrate an outstanding level of performance.

Our Employee of the Month for August 2002 is Mina Lim, Information Technology Analyst in the County Manager's Office.

 

Discussion

Mina Lim has become an absolutely indispensable and irreplaceable asset to the Board of Supervisors/County Manager's Office (BOS/CMO) team. Not only has Mina kept the BOS/CMO computer systems running effectively and efficiently, she has enthusiastically taken on and assisted with a number of projects with far reaching impacts to countywide government and for the public at large.

For the past two years, Mina has been instrumental as the key point person for creating graphics and charts for the County's budgets, visioning document, annual reports and many other public information presentations. She has refined each of the Board member's websites and created a County Manager's Intranet page that has become a valuable tool for departments. Through the new site, departments are able to retrieve key documents and forms such as the budget instructions, budget system updates, contract forms, legislative analysis and the County's survey and performance measure database files. Similarly, Mina has proven instrumental on creative projects like designing the Shared Vision 2010 employee mouse pads!

Mina further demonstrated her technological capabilities while working on the Board's Electronic Document Management System (FileNet) Project. As a result of her work, the agenda and supporting documents are now available on the Board's WebPages thereby improving customer service by allowing the public to access information and policies being considered by the Board of Supervisors prior to the decisions being made.

New employees are especially grateful for Mina's ability to set up their PC's and her willingness to drop whatever she is doing to answer questions or trouble shoot a system failure.

In addition to her daily duties, Mina has made an extraordinary effort to work with staff to develop public outreach and informational materials demonstrating her ability to solve problems creatively. Most recently, Mina developed a comprehensive and user-friendly interactive application process and maintenance of the extensive and complex Boards and Commission roster. This system supports more than 275 citizen volunteers.

On a daily basis Mina takes initiative and provides responsive guidance on various software and systems-related questions. If the Internet and the Intranet are the highways of information from County Administration to departments, other government agencies and the public, then Mina is a great gatekeeper. On top of everything else, Mina is always willing to drop what she is doing to answer a question or help with a problem. Her smile is contagious affecting those who work with her.

The San Mateo County Board of Supervisors, County Manager's Office and the people of San Mateo County are well served by Mina Lim's commitment to quality public service.

Our County is fortunate to have Mina Lim as one of its outstanding employees.
