Assessor-County Clerk-Recorder

DATE:

August 12, 2002

BOARD MEETING DATE:

August 20, 2002

TO:

Honorable Board of Supervisors

FROM:

Warren Slocum, Assessor-County Clerk-Recorder

SUBJECT:

Provision of Election Services

Recommendation

Adopt a Resolution authorizing the Chief Elections Officer to render specified Election Services for the City of East Palo Alto, City of San Mateo, Belmont-Redwood Shores Elementary School District, Hillsborough City School District, and the San Mateo Union High School District in conjunction with the Gubernatorial General Election to be held on November 5, 2002.

Background

According to Elections Code §10002, the governing body of any city or district may request the Board of Supervisors of the County to permit the County Elections Official to render specified services to the city or district relating to the conduct of an election. Subject to approval of the Board of Supervisors, these services shall be performed by the Chief Elections Officer.

Discussion

In accordance with State Law, resolutions were filed requesting the Chief Elections Officer to perform specified election services in conjunction with the Gubernatorial General Election to be held on November 5, 2002.

Of these, the City of East Palo did not submit its resolution to either the Board of Supervisors or the Elections Division by the statutory deadline. The City Of East Palo Alto may request a judicial order directing the County Elections Official to accept the resolution after the deadline. If the court grants that order, we request that this Board approve the resolution approving our provision of election services to the City.

It is in order for your Honorable Board to authorize the Chief Elections Officer to render specified election services for the above districts. We respectfully request that our recommendation be approved.

Vision Alignment

The proposed resolution keeps the County's commitments and furthers progress towards its goals: (1) realizing the potential of our diverse population - civic engagement including voting and participation in public discussions of important issues; (2) supporting responsive, effective and collaborative government - County and local governments effectively communicate and develop strategic approaches to issues affecting the County; and (3) supporting leaders working together across boundaries to preserve and enhance our quality of life - as residents express their support for regional, collaborative approaches to issues and accepting individual responsibility for contributing to the quality of life of the County as a whole.

Fiscal Impact

The City of East Palo Alto, City of San Mateo, Belmont-Redwood Shores Elementary School District, Hillsborough City School District, and the San Mateo Union High School District will pay for services performed.
