Lease of Office Space at 303 Bradford Street, Redwood City, for the Release on Own Recognizance Program. (Lease No. 1257)

 

Recommendation

Adopt a Resolution authorizing the President of the Board of Supervisors to execute a Lease with the San Mateo Bar Association for office space at 303 Bradford Street, Redwood City, California.

 

Background

On August 21, 2001, this Board adopted Resolution No. 64689 authorizing the extension of an agreement with the San Mateo County Bar Association for the Bar Association to provide Release on Own Recognizance services through June 30, 2002. The termination date of the agreement was established to enable the County to assume all of the functions of the O.R. Program effective July 1, 2002. As of that date, the Probation Department assumed all Pre-Trial Release Services and the Sheriff's Office assumed all Inmate Intake Processing and Victim Notification Services previously provided under the contract.

 

Discussion

The premises at 303 Bradford Street, comprised of approximately 3,593 square feet of office space, have been occupied by the OR Program throughout the duration of County's contract with the Bar Association for management of the Program. With the transition of the Program from contract status to that of a County Program, the Bar Association has agreed to lease the premises to the County. The lease is for a term of two years commencing July 1, 2002 at a monthly rental of $7,186 (±$2.00 per sq. ft. per month). The landlord will provide all utilities and services to the premises, but the Probation Department will be responsible for certain special janitorial services required at the site.

The lease also contains a provision for the County to purchase from the Bar Association all furniture, fixtures and equipment used for the Program at the site for $76,032.00, which sum is payable over the initial year of the lease in twelve equal monthly installments of $6,336.00.

The cost of the transition, including staffing and facilities, was authorized in the respective budgets of the Sheriff's Office and the Probation Department for Fiscal Year 2002/03.

The Director of the Probation Department and the Sheriff concur in this recommendation. County Counsel has reviewed and approved the Lease as to form.

 

Vision Alignment

The proposed lease keeps the commitment to ensure basic health and safety for all, and goal number 7 to maintain and enhance the public safety of all residents and visitors. The proposed lease will provide a safe and accessible facility for staff in a location that supports convenient access to services that contribute to public safety.

 

Fiscal Impact

The rent for this facility, and the related cost of acquisition of furniture, fixtures and equipment, are included in the Fiscal Year 2002/03 Budgets of the Sheriff and the Probation Department.
