Recommended Revision to the Salary Ordinance

Recommendation

 

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

 

The salary ordinance changes herein represent:

· reclassifying two positions, and

· implementing the Probation Department support staff classification study



These actions were approved by the County Manager's Office.

The reclassification action represents a monthly salary and benefit cost of $3941 or an annual cost of $47,292.

This amendment has been reviewed by the County Counsel's Office.

ORGANIZATION 32000 PROBATION DEPARTMENT

Action:

Reclassify: Sixteen positions of T064S, Legal Office Assistant series

Biweekly Salary: $1230.40 - 1622.40

Approximate Monthly Salary: $2666 - 3515

To: Sixteen positions of E375, Legal Office Specialist

Biweekly Salary: $1484.00 - 1855.20

Approximate Monthly Salary: $3216 - 4020

Reclassify: One position of E368, Public Services Specialist

Biweekly Salary: $1191.20 - 1488.80

Approximate Monthly Salary: $2581 - 3226

To: One position of E375, Legal Office Specialist

Biweekly Salary: $1484.00 - 1855.20

Approximate Monthly Salary: $3216 - 4020

Explanation:

This is the implementation of the work redesign effort that has been undertaken by the Probation Department over the last several years. Changes to the manner in which probation services have been delivered have impacted these office support positions. Examples of these changes include an increase in DPO caseload size, a growth in the number of grant-funded special projects and programs, a need for cross-training in the specialized support function, a higher use of banked caseloads, the shift of some clerical/technical duties from DPOs to support staff, the establishment of the Crime Prevention Act 2000 positions, and the ongoing modifications in automated systems and office procedures. These changes have resulted in the incumbents in the Legal Office Assistant classifications taking on detailed and specialized legal support duties that are more appropriately classified as Legal Office Specialist. This action represents a monthly salary and benefits cost of $11,536 based on filling the positions at the top step of the range. There is no change in the total number of authorized positions.

 

ORGANIZATION 47400 PUBLIC WORKS TOWER ROAD

Action:

Reclassify: One position of T013, Crafts Supervisor

Biweekly Salary: $2274.40 - 2843.20

Approximate Monthly Salary: $4928 - 6161

To: One position of D039, Facilities Services Manager

Biweekly Salary: $2714.40 - 3392.80

Approximate Monthly Salary: $5882 - 7352

Explanation:

This is an upward reclassification of one currently filled position of Crafts Supervisor to the classification of Facilities Services Manager. This reclassification creates a manager position in Construction Services. For the most part of the last two years, the incumbent has been managing the staff of 25 trade workers in the absence of a second supervisor. The incumbent has been responsible for the same level management, accomplishment and satisfaction as all the other four Section managers. The action represents a monthly salary and benefits cost of $1548 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

 

ORGANIZATION 68500 COMMUNITY HEALTH CLINICS

Action:

Delete: One position of B183S, Community Worker - unclassified series

Biweekly Salary: $1134.40 - 1567.20

Approximate Monthly Salary: $2458 - 3396

Add: One position of B107S, Social Worker - unclassified series

Biweekly Salary: $1623.20 - 2416.80

Approximate Monthly Salary: $3517 - 5237

Explanation:

This is an upward reclassification of one vacant position from Community Worker to Social Worker. The position is grant funded and is working in the Methadone Clinic providing a variety of services to clients. Reporting and service level requirements of the grant, however, require that the services be provided by licensed staff. The change will provide the necessary licensed staff to meet the terms of the grant. The action represents a monthly salary and benefits cost of $2393 based on filling the position at the top step of the range. The costs are fully covered by the grant. There is no change in the total number of authorized positions.
